The County of Carroll, Virginia seeks proposals from qualified vendors to operate its Cana Convenience Waste Center, providing solid waste collection and recycling services to the public, and hauling waste to the Carroll-Grayson-Galax Regional Solid Waste County Landfill. Proposals must address proposed fees to the public (by bag, load, or other volume), rates for tires and large items, proposed hours of operation, and evidence of insurance and qualifications. The anticipated contract term is up to 5 years. Proposals should be straightforward, concise, and focused on provider capabilities, using recycled paper when practicable, and include a Statement of Qualifications, Non-Collusion Affidavit Certificate, and Bid Submittal. Proposals must be submitted in sealed envelopes, clearly marked, with five copies, and should not be faxed, emailed, or phoned. Late proposals will be returned unopened. The successful offeror will operate the site, receive waste and recycling from local residents and businesses, and haul materials to the regional landfill. Experience in the solid waste industry and a record of responsible, courteous public service is required. Required insurance includes commercial general liability, professional liability, automobile liability, worker’s compensation, excess liability/umbrella, and contractual liability as appropriate.
