Reference Number 0000404931 Chaffee County, in collaboration with the City of Salida, Town of Buena Vista, and Town of Poncha Springs, is inviting proposals from qualified firms or consultants to conduct a Housing Needs Assessment (HNA) that: 1) identifies the type and amount of housing needed in Chaffee County to ensure current and future households have access to quality housing that they can afford, and 2) contains the required components for compliance with SB24-174 as have been codified at CRS 24-32-3704. Chaffee County has received a grant from Department of Local Affairs (DOLA) to engage a consultant to complete a revised multi-jurisdictional HNA no later than August 2026. The current regional Chaffee County HNA was completed in 2016 with an update completed in 2022. SB24-174 requires an HNA to be current (completed within 5 years) and compliant with the state methodologies and data elements. The County desires a work commencement no later than January 1 2026 and completion no later than August 2026, subject to consultation with the contractor. Chaffee County has received a Housing Planning Grant from the Colorado Department of Local Affairs (DOLA) in the amount of $200,000 to support this work. An estimated project budget should be developed that is under this dollar amount. The budget for the HNA update shall not exceed this total grant award amount for all aspects of the work performance and deliverables Award Date December 31st The County reserves the right to reject any or all proposals, to further negotiate with the successful contractor, to waive information and minor irregularities in proposals received, and to accept any portion of the proposal if deemed to be in the best interest of the County to do so.
