Proposals are requested from qualified firms to provide traffic engineering services for a capital improvement program. The program includes the replacement of two existing elementary schools and renovations to other existing school district facilities. Services may include traffic studies and planning assessments associated with land use review and approval of projects, and ongoing Safe Routes to School studies. Experience with similar K-12 public school environments will be considered favorably. Joint ventures or partnerships will be considered, and responses must include a clear description of the scope for each proposed partner and identify the lead firm. The successful firm will coordinate with regulating bodies, district consultants, and contractors as necessary. The district reserves the right to select and negotiate all or only certain services provided by the successful firm. The intention is to award the project to a single firm, using a qualifications-based selection process, with proposals reviewed and evaluated by an internal committee. Brevity and clarity are appreciated. Top-rated candidates may be invited to an informal interview. The district reserves the right to reject any or all proposals, waive any informalities or irregularities, or select a firm in the best interest of the district. Proposals must be submitted in the manner, format, and to the delivery point required by the solicitation document. No proposals may be withdrawn for sixty days after the date and time set for opening. Joint venture responses must clearly describe roles and identify the lead firm. Proposers may obtain copies of documents from the designated contact. Lake Oswego School District reserves the right to waive any or all informalities and irregularities; or may cancel the Request for Proposals; and may reject any or all Proposals.
