The bidding process, contract, and conduct of the work must meet the requirements of the Commonwealth Financing Authority Program Grant/Reimbursement Agreement, which has been entered into by Warwick Township and the Commonwealth of Pennsylvania. The agreement obligates Warwick Township to meet certain compliance requirements. If the said compliance requirements are not followed, funding for the project will be at risk. The bidders attention is directed to the Appendix B of the bid package, which contains the Commonwealth Financing Authority Agreement and related Additional Provisions as an attachment. These documents outline the specific requirements of the Commonwealth Financing Authority program. The submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. Questions Due Date: Jan 8th 2026, 5:00 PM EST Sealed proposals are requested for the SR 501 North Corridor Pedestrian Improvements Project. The work includes site demolition, design and installation of two pedestrian bridges, installation of concrete curb, installation of concrete sidewalks, installation of curb ramps, installation of asphalt pavement, installation of stormwater collection and conveyance facilities, fine grading and topsoil and seeding, and work of similar nature. Bids must cover all costs for the completion of this project as set forth in the Project Manual. All bidders must comply with the Commonwealth Financing Authority Program Grant/Reimbursement Agreement and must acknowledge all compliance requirements in the bid. Bidders must also adhere to state anti-kickback regulations, submit an executed anti-collusion statement, and comply with and execute the non-discrimination/sexual harassment clause. The Pennsylvania Prevailing Wage Act applies. A bid security of not less than 10% of the bid amount is required and must be provided in the form of certified check, cashier's check, bank treasurer's check, or bid bond. Performance and Payment Bonds, each equal to 100% of the contract amount, will be required from the successful bidder. There is a zero percent requirement for MBE and/or WBE participation. Warwick Township reserves the right to waive defects in, or reject, any or all bids.
