As of January 26, 2026, this project has not yet been awarded. A timeline for the award has not yet been established. Separate sealed bids are invited for the construction of Downtown Water Main Rehabilitation. Bids are to be submitted to the City of Marshall at Marshall City Hall. Bid documents may be examined at Engineering Services, Inc. or accessed online through QuestCDN upon payment of the specified fee per set. Any contract(s) awarded from this bid will be subject to requirements of the Arkansas Revolving Loan Fund (RLF) Programs as outlined in the contract documents. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin, and compliance with Presidents Executive Order 11246, as amended, is required. Bidders must also comply with all requirements, terms, and conditions of the Arkansas Natural Resources Commission; Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements; the Consolidated Appropriations Act of 2014 (including the American Iron and Steel (AIS) requirement); "Build America Buy America Act (BABA)" requirements; Labor Standards; Equal Employment Opportunity; and prohibition on certain telecommunication and video surveillance services or equipment during the contract performance. Bidders are bound to these requirements by submitting a signed bid. The owner reserves the right to waive informalities or reject any or all bids, and bids may not be withdrawn within 30 days after bid opening. Bid bonds must be provided as required, and all bidding processes are to be in accordance with State law.
