The project consists of PAPIs for Runway 5 and 23, REILs for Runway 5 and 23, and a rotating beacon on an existing pole. Bids will be received for a single prime contract and must be on a lump sum and unit price basis as indicated in the Bid Form. Bidders must be licensed to perform work within the state of Arkansas. The successful bidder must furnish performance and payment bonds in accordance with the contract documents and provide bid security as specified in the instructions to bidders. Contractors must comply with specific federally required provisions as listed in the contract documents, including but not limited to Buy American Preference, Civil Rights – Title VI Assurances, Davis-Bacon Requirements, Debarment and Suspension, Lobbying and Influencing Federal Employees, Procurement of Recovered Materials, Prohibition of Covered Unmanned Aircraft Systems, Federal Fair Labor Standards Act, and Trade Restriction Certification. Bids must remain in effect for 90 days after the bid opening date. Searcy County reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of Searcy County, and to reject nonconforming, nonresponsive, or conditional bids.
