Stabilization work focuses on preserving the structure’s exterior and preventing further deterioration while the city seeks a development partner to revitalize and reuse the property. ?? About Webbley Webbley (also known as the O. Max Gardner House) is a historic home located at 403 South Washington Street in Shelby and is listed on the National Register of Historic Places. The property has architectural significance (Colonial Revival and Italianate features) and historical value as the longtime residence of former North Carolina governor Oliver Max Gardner. -------------------------------------- The Project consists generally of the following major items: Complete restoration of the exterior building envelope consistent with National Park Service standards and local historic landmark requirements, including: 1. Selective demolition- including salvage of sound finish materials to be retained for current and/or future reuse - of the rear building ells. 2. Selective dismantling of severely damaged portions of the building as needed to allow for structural reconstruction including the front porches and the side porte cochere. 3. Selective structural repair and reinforcement of building walls, roof, and porch floor framing. 4. Repair with in-kind replacement and/or reconstruction as needed of all other exterior features to remain including roof and wall cladding, trim, windows, and doors, and similar elements. 5. Limited site work as needed to facilitate the exterior envelope restoration. Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instruction to Bidders. The Work of Project is defined by the Contract Documents and includes, but is not limited to, the following: 1. Selective structural repair/reinforcement + complete restoration of the exterior building envelope consistent with National Park Service standards and local historic landmark requirements and other Work indicated in the Contract Documents. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The value range for this project is between $1-$1.25M.
