The County of Merced Department of Public Works is seeking to retain up to four qualified surveying and engineering firms for various locally funded county projects. Services may include, but are not limited to: roadway and bridge design, land surveying/topographic analysis/mapping services, stormwater design and consulting, transportation engineering design, traffic engineering and analysis, project management, staff augmentation, and design review. Selected consultants shall perform consultation, research, professional and technical services under the direction of County staff and in coordination with separate retainer agreements for environmental and right-of-way acquisition firms. The County expects to execute multiple on-call contracts with several consultants for design services for locally funded projects, with contract supplements issued for specific projects detailing tasks, schedule, and costs. The not-to-exceed cumulative maximum total amount for these contracts is $7,500,000, up to $2,500,000 per on-call contract, with a three-year performance period and an option to extend two additional years, subject to funding and approval. The County does not guarantee a specific number or dollar amount of projects to be contracted. Interested consultants must submit a Statement of Qualifications (SOQ). SOQs must include an introductory letter, table of contents, qualifications and experience (including subconsultants), a detailed scope of work, organization chart, key personnel resumes, cost control and budgeting methodology, fee schedule (in a separate, sealed envelope), and project deliverables for each phase of work. Proposals are limited to 20 pages, excluding certain attachments. Submittals must consist of three hard copies and one electronic PDF copy. All SOQs must be sealed, clearly marked, and delivered by the specified deadline. The County reserves the right to accept, reject, negotiate, or modify responses, and contracts are subject to final approval and execution.
