Site work for a water / sewer project in Port Richey, Florida. Working plans call for site work for a one-story above grade water / sewer project.

As of January 9, 2026, this project was pulled from the bid process. Project will rebid but no definite date yet. The City of Port Richey is requesting proposals from engineers for a water-main design project. The City of Port Richey is requesting qualifications and proposals from qualified, certified engineering firms to design a water-main replacement project to upgrade the aging infrastructure on Pier Road, Behms Court, Weber Lane, Green Street, and Mallet Drive. This project focuses on replacing aging asbestos cement and galvanized water mains (approximately 13,000 linear feet), which will significantly improve water quality and protect the public health of residents in Port Richey and those served in unincorporated Pasco County. Additionally, it addresses a critical need to replace and relocate the sole water main serving the City's southside, which currently runs beneath the Pithlachascotee River. City Council has approved adding this purchase to the City of Port Richey Five-Year Capital Plan, as well as providing funding in the Fiscal Year 2025 Capital Budget. The purpose of this request for proposals ("RFP") is to provide information to prospective consultants detailing the City's desired services and deliverables, the expectations relative to consultant qualifications, and the proposal content. This information is intended to enable consultants to provide auditing services. Q/A:- Any and all questions concerning this Request for Proposal should be in writing and emailed to Public Works/Utility Director Darrell Rose at PW_UT@director@cityofportrichey.gov by December 15th, 2025. Replace and upsize existing aging infrastructure on Pier Road, Behms Court, Weber Lane, Green Street, and Mallet Drive. Currently, on the southwest corner of Limestone Drive and Pier Road, running south is a 2-inch galvanized line. Going west on Mallet Drive is a 2-inch galvanized line on both sides of the road. The 2-inch galvanized water line running west on Behms Court is currently in place. With the water main upsizing and replacement, we propose upgrading the line from Pier Road and Limestone Drive to a 6-inch C900 water main to the southwest intersection of Cedar Lane and Pier Road. Also, the City proposes a 6-inch water main on the north side of Behms Court and Mallet Drive, with fire hydrants located at 5141 Behms Court and 5141 Mallet Drive. Currently, the city's system does not have fire protection for either street. After the fire hydrants, the water lines will be reduced to a 2-inch line to the end of the road and loop each street back into itself, due to not having dead-end lines. On Weber Lane, the City proposes replacing 500 feet of 2-inch galvanized water main with a 2-inch PVC water main. River Gulf Drive will be connected to create a loop system. On Green Street, asbestos-cement water mains will be replaced with PVC potable water mains. Trenchless installation will be done where feasible. It is preferred to directionally drill due to less restoration work. The City also recommends using C900 (Certa Lock or fusible PVC) pipe. Task 1: Kick-off Meeting and Data Collection 1.1 Schedule and participate in a kick-off meeting with City representatives for the following purposes: o Discuss and establish timelines o Identify key stakeholders o Review and request data/resources/information from City o Discuss initial audit directions o Perform a comprehensive assessment of the existing water-main infrastructure. o Gather relevant data, including but not limited to historical maintenance records, current condition assessments, and materials used in existing mains. Task 1 Deliverables o Summary of Kick-off meeting notes o A comprehensive data collection report documenting the current state of the water main infrastructure. Task 2: Cost Estimation o Prepare a detailed cost estimate for the project, including materials, labor, and potential contingencies. Task 3: Design and Recommendations o Provide engineering design services for the replacement of identified water mains. o Deliver recommendations for materials and methodologies that meet current standards and regulations. o Provide one (1) set of design prints and digital AutoCAD of the design Task 4: Permitting and Regulatory Compliance o Ensure that all necessary permits are obtained and that the project adheres to local, state, and federal regulations. Task 5: Proposal Submission Requirements Interested firms should submit the following information: o A cover letter expressing the firm's interest in the project. o A detailed proposal outlining the approach to the project, including a timeline. o Resumes of key personnel that will be working on the project, highlighting their relevant experience. o A list of similar projects completed in the last five years, along with references. o A detailed fee structure for services to be provided.
