The City of West Sacramento is accepting sealed responses for Bryte Park Master Plan Implementation . West Sacramento is a vibrant riverfront community centrally located in Northern California. West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. West Sacramento has a Council/Manager form of government. Citizens elect four City Council Members by district (as of the November, 2022 election) who serve four year terms and directly elect the mayor who serves a four-year term. The City is full-service with nine (9) departments and nearly 500 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, and parks and recreation. The City also provides water, wastewater, and solid waste services. In addition, the City maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900 and the West Sacramento Area Flood Control Agency. The successful Bidder shall furnish all skilled labor, materials, equipment, tools, and incidentals required for the renovation and expansion of an existing park facility, as described herein and in accordance with the Contract Documents. The park improvements shall include, but are not limited to, the following major components: Demolition and removal of existing park features and site elements Construction of new on-site parking facilities Development of softball and baseball fields Construction of new tennis courts Construction of new restroom and concession buildings Installation of a fenced dog park Construction of a walking path/loop trail Development of synthetic turf soccer fields Development of natural grass baseball, softball and soccer fields Construction of a new aquatics center building, including locker rooms and pool facilities Construction of an outdoor amphitheater Installation of multiple shade structures and outdoor classroom areas Construction of a new maintenance building and associated yard Due to the size, complexity, and multiple specialized components of the Bryte Park Master Plan Implementation Project, the City requires that the General Contractor (Prime) and its key subcontractors meet the following qualification and licensing criteria. This project includes major work categories such as aquatic facility construction, athletic field development (natural and synthetic turf), and building construction, each of which requires demonstrated specialty expertise. Only firms meeting the qualifications below shall be considered eligible to perform work on this project. The General Contractor shall hold a valid California Class "A" (General Engineering) at the time of bid submission. All specialty subcontractors shall hold appropriate and active California contractor's licenses for their respective scopes of work. All licenses must be current, valid, and in good standing with the California Contractors State License Board (CSLB) at the time of submission and throughout the duration of the project. 2. Self-Performance Requirement This project will not be suitable for General Contractors that function primarily as brokers or contract managers. The City strongly prefers Contractors with a high percentage of self-performed work and demonstrated capacity to self-perform key portions of the scope (e.g., grading, concrete, utilities, or site improvements). For this project, a typical GC that does not self-perform construction work will not meet the qualification threshold. A. Contractor Registration. Pursuant to Labor Code section 1725.5, no contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. The work contemplated by this ITB is subject to compliance monitoring and enforcement by the DIR. B. Prevailing Wages. Proposers are hereby notified that the DIR has determined the general prevailing rate of wages for each craft, classification, or type of worker needed to execute the work. Copies of the current schedules for California prevailing wages are located in the City's office, and the contents of those schedules are included herein as if set forth in full. Licensure and Special Certification. Question Deadline added as per addendum 2 01/05/2026 at 5:00 PM PT The City reserves the right to verify all qualifications, licenses, and experience prior to award.
