Chatham County is soliciting bids from qualified contractors to restore the Tybee Pier & Pavilion. The Tybee Pier & Pavilion is located at Strand Avenue and Tybrisa Street, Tybee Island, Georgia 31328 (31'59 30.92'N x 80'50 46.19'W). All respondents to this Invitation to Bid (ITB) are subject to instructions communicated in this document and are cautioned to completely review the entire bid and follow instructions carefully. Chatham County reserves the right to reject any or all bids and to waive technicalities and informalities at the discretion of Chatham County. For additional information concerning these specifications, please contact ONLY Ms. Sabrina Tippett, Procurement Specialist, by visiting the Purchasing portal Bidders are not to contact any County department directly. DESCRIPTION OF WORK: The work to be performed will consist of providing all permits, labor, materials, and common equipment necessary to complete this restoration according to current, established industry standards. The contractor shall restore the Tybee Pier & Pavilion to its original design, function, and capacity (in-kind) within the existing footprint by performing the following: A. Replace 650 = 2 x 10 x 20 CCA Deck boards provided by Parks and Recreation that will be delivered to the construction location. B. All hardware screws will be #10 x 3-inch stainless steel Quick Drive screws provided by contractor. 4.3 ADDITIONAL PROJECT INFORMATION: A. Tybee Pier & Pavilion will be closed during repairs. B. All demolition debris must be disposed of by the contractor. C. Pricing shall include all costs associated with supervision, permitting, labor, materials, insurance, and equipment necessary to perform the work specified. D. Any damages caused by the contractor to existing utilities, landscaping, trees, etc., shall be repaired by the contractor. E. The contractor will be responsible for failing to comply with any local permitting requirements or testing needed to perform this work. F. All structures shall be covered by a one-year warranty against material and workmanship defects. This warranty does not cover natural disasters. G. One year warranty shall begin on the day of final walkthrough approval from the Project Manager Question Deadline 12/29/2025 at 2:00 PM ET Direct any questions related to this ITB to Sabrina Tippett, Procurement Specialist, and submit all questions through the Countys procurement portal Goals established for this project are 30% combined MBE/WBE unless otherwise specified. Bid date desp- Bid Tabulation: Tabulations for all bids will be posted for thirty (30) days after the bid opening in the Office of Purchasing and Contracting, 1117 Eisenhower Drive, Suite C, Savannah, Georgia 31406 or can be reviewed on the Chatham County Purchasing Portal 24/48 hours after opening Chatham County reserves the right to reject any or all bids and to waive technicalities and informalities at the discretion of Chatham County. Instructions for preparation and submission of a bid are contained in this Invitation To Bid package. Please note that specific forms for submission of a bid are required. Any changes to the conditions and specifications must be in the form of a written addendum to be valid; therefore, the Purchasing Director will issue a written addendum to document each approved change. Generally, when addenda are required, the bid opening date will be changed. Chatham County has an equal opportunity purchasing policy.
