Bidders should be able to provide products and services to Cooperative members throughout the State of New Jersey or within specific counties. The Cooperative Pricing System currently has over 1,560+ members statewide. The bid opening process will begin on the advertised date and time at the Educational Services Commission of New Jersey, Bright Beginnings Learning Center, 1660 Stelton Road, Piscataway, New Jersey 08854. Bids may also be submitted to the School Business Administrator/Board Secretary or their designee at the bid opening meeting prior to the advertised date and time. The School Business Administrator/Board Secretary Shall Publicly Receive And Open All Bids On The Advertised Date And Time. Bidders are required to comply with New Jersey legal requirements including affirmative action laws. Each bidder must submit a Statement of Ownership listing the names and addresses of all persons and entities owning ten percent or more of its stock or interest at any level. Bidders on public works projects exceeding $20,000 must be prequalified by the New Jersey Department of the Treasury, Division of Property Management and Construction, and submit relevant documentation (Prequalification Affidavit, Notice of Classification, Total Amount of Uncompleted Contracts Form, and affidavit regarding no material adverse change in qualification). All contractors must possess a valid New Jersey Department of Labor and Workforce Development Public Works Contractor's Registration Certificate at the time the bid is received. Failure to comply with instructions and submit all required forms may cause rejection of the bid. The Board of Directors reserves the right to reject non-responsive or all bids and to waive minor informalities or non-material exceptions.
