This On-Call Professional Services Agreement is for a Consultant to provide environmental and environmental engineering consulting services and related professional services, as requested by the Aviation Authority, which may include, but is not limited to: evaluation and assessment of wildlife issues; uplands and wetlands evaluation; threatened and endangered species issues; water quality analysis; land management; monitoring of wetlands mitigation; air sampling and monitoring; development of NEPA documentation; conducting environmental audits of tenants and contractors; resiliency; investigating wastewater systems and components; conducting all phases of environmental contamination assessments for petroleum and hazardous materials; storage tank management; emergency response to fuel, petroleum and hazardous materials incidents, including immediate response to limit releases to the environment, performance of initial remedial actions on facilities operated or purchased by the Authority and all other related services including coordination with the Authority, its Consultants, the City of Orlando, Federal Aviation Administration, and all agencies having jurisdiction over the Airport The Services may also include preparation of required notices and reports, coordination and providing assistance with requirements of authorities having jurisdiction over various mitigation sites, documentation of existing environmental conditions, preparation of studies, technical support and review of environmental design, assistance with permitting activities, and review of drawings and documents prepared by others. Overview The Aviation Authority will assign tasks on an as needed basis via Work Order. Listed below are examples of tasks along with associated responsibilities. This scope of services/specifications is not intended to be all inclusive of the work to be performed. This generalized scope has been prepared so that responses will be written using a common basis. The Respondent's own experience should allow it to amplify the scope in its Response. 5.2. Scope of Work 5.2.1. Stormwater Stormwater Pollution Prevention Plan (SWPPP) Update the SWPPP and include training and other activities needed to maintain compliance with the National Pollutant Discharge Elimination System (NPDES) stormwater permits for industrial activities. Stormwater Pond Maintenance and Monitoring Maintenance, monitoring, and permitting of ponds, canals, and other stormwater features to maintain compliance with applicable Federal, State, and Local environmental regulations. Water Quality Monitoring Program Manage the water quality monitoring program including sampling, data download, calibration, and maintenance of the previously installed monitoring equipment to document the quality and volume of water entering and leaving Authority property. 5.2.2. Environmental Development Analyze potential environmental impacts under the National Environmental Policy Act (NEPA) for the Authority and its partner's projects which may result in preparing a Categorical Exclusion (CATEX), Environmental Assessment (EA), and Environmental Impact Statement (EIS). a. Environmental Permitting Assist with environmental permit review for various projects for compliance with the Authority's policies and environmental regulations. Construction Audits Perform audits for construction sites to ensure compliance with the Construction Generic Permit (CGP) using the Florida Stormwater, Erosion, and Sedimentation Control Inspector Program (FSESCI). 5.2.3. Wastewater Oil Water Separators Manage oil water separators (OWS) with monitoring, inspection, permit compliance, structural integrity, and design/permitting of refurbishment and/or new construction of OWS. Grease Traps Manage grease trap with monitoring, inspection, permit compliance, structural integrity, and design/permitting of refurbishment and/or new construction of grease trap. Lift Stations Follow and meet the requirements listed in the Industrial User Discharge Permit (IUDP) which includes quarterly sampling, reporting, and coordinating with the City of Orlando. 5.2.4. Land Development Environmental Site Assessments and Rehabilitation Services Preparation of baseline environmental impact investigations, environmental assessment reports, interim source removal plans, remedial action plans, groundwater monitoring plans, and other documents related to the assessment and remediation of sites contaminated with petroleum and/or non-petroleum products. Wildlife Hazard Management Perform wildlife hazard assessments including evaluation of wildlife and threatened/endangered species issues. Update and implement existing wildlife hazard assessment reports/plans. Perform training and other activities needed to maintain compliance with FAA Advisory Circular AC 150/5200-32B, as amended, revised, or updated. Wetlands Complete uplands and wetlands evaluation, habitat analysis, jurisdictional wetland determinations, permitting, and monitoring of wetland mitigation. Land Management Assist the Authority with the development and implementation of the land management program including monitoring and removal of invasive and nuisance species, monitoring and maintenance of upland buffer zones, and staying in compliance with conservation easement requirements. 5.2.5. Compliance Air Quality Monitoring and Sampling Perform assessment, sampling, abatement, and renovation oversight related to lead-based paint, mold, or other pollutants. Asbestos Surveys and Testing Perform asbestos-related services such as inspection, sampling, obtaining permits, reviewing plans and specifications, and monitoring abatement process. Spill Prevention, Control, and Countermeasure Plan (SPCC) Update the SPCC and include training and other activities needed to maintain compliance with the Federal Oil Pollution Prevention regulations. Waste Management Program Review current procedures and documents to ensure that materials are identified, handled, and disposed of in accordance with Resource Conservation and Recovery Act (RCRA) implemented by U.S. Environmental Protection Agency (EPA). Tank Management Evaluation of petroleum storage and distribution systems, including hydrant fueling systems, to identify and oversee the implementation of upgrade and testing requirements needed to comply with applicable Federal and State regulations. Design and permitting of refurbishment and/or new construction of petroleum storage systems to meet applicable codes required by the environmental, fire protection, and petroleum agencies/industries. Emergency Spill Response Conduct emergency spill response to fuel, petroleum, and hazardous materials incidents including immediate response to releases to minimize harm to the environment. 5.2.6. Resiliency Environmental Audits Perform audits for new leases, lease changes, lease renewals, and operational practices for tenants and contractors. Resiliency Develop and implement the resiliency program including the development of a Resilient Airport Manual (RAM). This manual will include a strategic plan designed to minimize environmental impacts while improving economic success for present and future generations. 5.2.7. Other Services Provide other environmental and environmental engineering consulting services as requested by the Authority.
