The County of Orange, OC Public Works, and Orange County Flood Control District (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for Debris Boom Project - Santa Ana Delhi Channel. All questions or requests for interpretations must be received within online by Tuesday, December 16, 2025, before 2:00 pm as specified in the solicitation. This project will add a new debris boom on Santa Ana Delhi Channel to capture pollution and prevent trash and debris from entering nearby waterways, thereby safeguarding water quality and aquatic ecosystems. OCPW was awarded the OCTA M2 Project X Environmental Cleanup Program Tier 1. Bidders must provide a ten percent (10%) bid security by certified or cashier's check from a responsible bank, cash, or an original bidder's bond issued and executed by an admitted surety insurer authorized to transact surety insurance in California, made payable to the order of the County of Orange in an amount equal to at least ten percent (10%) of the total bid amount, as a guarantee that the Bidder will enter into the proposed Contract if it is awarded to the Bidder. To be eligible for award of this contract, Bidder must possess the following licensing classification(s) from the State of California's License Board: "Class A" Within 14 calendar days after award of the Contract, the successful Bidder shall furnish a Faithful Performance Bond and a Labor and Material Payment Bond, each in an amount equal to 100% of the Contract Price, issued by a surety in accordance with the requirements of the General Conditions of the Contract. The bonds shall be in the form of the models included in these Bid Documents and must be approved by County's Risk Manager and County Counsel. The successful Bidder shall submit the bonds in duplicate, all of which shall bear original signatures. The signature of the surety representative must be notarized. The project consists of constructing a debris boom: Santa Ana Delhi Channel (F01), northwest of Santa Ana Avenue: This project consists of procurement of a 150-feet of TUFFBBOM floating debris boom equipped with debris screens, a breakaway link in the center and two anchor plates and installing the boom and anchor plates to the side wall, and activation for service, and all associated hardware, fittings, and connections necessary for a complete and operable system. TUFFBOOM is an engineered prefabricated floating collection unit held in place by anchor plates installed on the side walls of the channel. Across the channel in a diagonal alignment, a floating boom skims the floatable trash and litter that is held in place by two (2) anchor plates and redirects the floating debris/litter to the collection point near the access ramp. Other items of work or details not mentioned above that are required by the Plans, STANDARD SPECIFICATIONS, or these Special Provisions, shall be performed, placed, constructed or installed. The Parties acknowledge the District relies on County staff to carry out its duties pursuant to the Orange County Flood Control District Act, Water Code App. 36-1 et seq., and County staff may request Contractor to perform services under this Contract on behalf of District. Contractor shall perform all work as required by, and in strict accordance with, the Contract Documents (the "Project"), which consists of constructing a debris boom on Santa Ana Delhi Channel (F01), northwest of Santa Ana Avenue. This project consists of procurement of a 150-feet of TUFFBOOMTM, or equal, floating debris boom equipped with debris screens, a breakaway link in the center and two anchor plates and installing the boom and anchor plates to the side wall, and activation for service, and all associated hardware, fittings, and connections necessary for a complete and operable system. TUFFBOOMTM is an engineered prefabricated floating collection unit held in place by anchor plates installed on the side walls of the channel.
