Renovation of a municipal facility in Farmington, New Mexico. Completed plans call for the renovation of a 3,000-square-foot municipal facility.
Roof replacement project at the Farmington Main Post Office includes removal of the existing roofing system and installation of a new roof in accordance with USPS specifications. The contractor will coordinate all work to avoid interference with postal operations and manage all phases of the project with the Facility Manager or designee. Work must be completed within 180 calendar days after receipt of the Notice to Proceed. The contractor is required to provide a Sub-Contracting Plan and a Project Specific Safety Plan acceptable to the USPS Contracting Officer prior to issuance of the Notice to Proceed. Compliance with Contractor Screening Requirements under Clause F-102 is mandatory. The estimated cost range for this project is between $750,000 and $1,500,000. The contractor must demonstrate experience by providing two examples of comparable projects, submit a complete price proposal including signed Offer and Award, Schedule of Values, and any applicable unit prices or alternates. Affirmation of contract terms and conditions, acknowledgment of solicitation amendments, and completion of required provisions such as F-202 (Key Personnel), 4-3 (Representations and Certifications), and F-401 (Authorized Negotiators) are required. Form VETS-4212 documentation must be provided, and contractors not registered must complete registration with the Department of Labor. The contractor must obtain 100% performance and payment bonds within seven calendar days of receiving a Notice of Intent to Award. A. The Contractor must provide all material, labor, tools, supplies, equipment, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to complete the specified work, including all incidental work described in the contract documents. For purposes of this construction project, the terms "Offeror" and "Contractor" are interchangeable and refer to the party whose proposal is accepted by the Postal Service. It is the Owner's sole responsibility to clarify design and construction responsibilities among the Owner's designers, contractors and other agents. B. The scope of work is listed within Articles 1.2 and 1.3 of this Section. C. All work shall be in accordance with applicable codes and local regulations that may apply. In case of conflict in or between the Contract Documents and a governing code or ordinance, the more stringent standard shall apply. D. In case of conflict between the Project Manual and Project Drawings, the more stringent requirement shall apply SUMMARY OF ROOF REPLACEMENT WORK - AREAS A, B, C, D AND E A. Provide an alternate price for temporary interior protection. Refer to Section 015617. B. Asbestos laboratory analysis report: Refer to Section 022623 for information relating to the location of ACM, if applicable, within project areas. If positive refer to Sections 013543 and 028233 for procedures and requirements related to the removal and disposal of non-friable asbestos related to this project. C. Roof removal and substrate preparation: Remove existing roof system down to the structural deck, including roof membrane(s), and underlying insulation, underlayments, and additional roof membranes. Inspect the existing structural deck and inform the Owner immediately of observed damage and or deterioration. Temporarily displace rooftop equipment as necessary to complete the specified work. Refer to Section 024100. D. Provide an alternate price for complete refastening of existing structural decks; provide a unit price for areas of existing structural deck that require refastening. Note that refastening of perimeter wood blocking is required. Refer to Section 053123 for re-fastening requirements. E. After roof removal and inspection of the existing structural deck and perimeter wood blocking, perform repairs to the structural deck, as determined necessary by the Owner. Refer to Section 053123. F. Provide required wood blocking where indicated on the project drawings. Refer to Section 061053. G. Provide two layers of 2-1/2 inch polyisocyanurate insulation (5-inches total). If indicated on the project drawings, provide insulation saddles and crickets where shown. Refer to Section 072223 for additional insulation product and installation requirements. H. Provide a 1/2-inch high-density polyisocyanurate cover board over the underlying insulation. Refer to Section 072223 for additional product and installation requirements. I. Provide a fully-adhered, minimum 60-mil PVC roof system meeting ASTM D4434, Type III. After installation of specified insulation and cover board, install the PVC roofing membrane in bonding adhesive. Provide PVC and sheet metal flashings as specified. Provide an alternate price for a 20-Year, "Total System Warranty" for the roof system. Refer to Sections 075419 and 076207 for product and installation requirements. J. Provide sealants at locations indicated on the project drawings. Refer to Section 079201. 1.3 SUMMARY OF ADDITIONAL PROJECT WORK A. Perform the specified EIFS/stucco repair where indicated on the project drawings; within Areas D and E, at high walls adjacent to Areas A, B and C (approx. 3,000 square feet of work; field-verify amount). Refer to Section 075419 for product requirements and repair procedures.
