Site work for a municipal facility in Passaic, New Jersey. Completed plans call for site work for a municipal facility.
Sealed bids are invited for "Landscape/Grounds Maintenance Service" to be provided for the Housing Authority of the City of Passaic. Buildings are available for inspection Monday through Friday by appointment. Bidding documents and specifications can be obtained from the Authority's website or requested via email. Bidders must comply with the requirements of N.J.S.A.10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action Program, Equal Employment Opportunity), the provisions of New Jersey prevailing wage rates, be authorized to do business in New Jersey, and comply with regulations regarding Non-Discrimination, Affirmative Action, and State Corporate Ownership disclosure. All bids must be submitted in a sealed envelope bearing the name of the bidder and the title of the bid, addressed to the Passaic Housing Authority. The Authority reserves the right to reject any and all bids and to waive any informalities in bidding. A. SPRING PREPARATION AND CLEAN UP This work shall be done during the last two (2) weeks of April. 1. Pick up fallen debris, branches, etc., from entire area. 2. Rake/blow leaves and litter from shrub/flow beds, lawn, walkways, entire parking lot/driveways, dumpster area(s), etc. 3. Cut lawn to a height of 1". 4. Collect and legally dispose of all leaves, grass cuttings, branches and other debris/garbage. 5. Treat entire lawn areas with lime at a rate of 50lbs/1,000 square feet. Ground limestone shall contain not less than 85% total carbonates and shall be ground to such a fineness that 50% will pass through a 100-mesh sieve and 90% will pass through a 20-mesh sieve. 6. Seed entire lawn with 1:1:1 rye grass/red fescue/blue grass seed mix at a rate of1lb per 1,000 square feet. 7. Fertilize shrubs and lawns at the rate of one (1) lb. per 100 square feet. Fertilizer shall contain 10% Nitrogen, 20% Phosphorous, and 10% Potash by weight. 8. Spray weeds with appropriate herbicides, as approved by the Department of Environmental Protection (DEP) agency or other entity with jurisdiction. 9. Treat entire area with a pre-emergence crabgrass control such as Benelin or equal. B. LAWN CUTTING This work shall be done starting the first week of May. Provide cost per cut, which shall also include work items 1 through 5 of this section. This price per cut is the price the HACP will pay to the Contractor if the HACP requests additional lawn cuttings only above and beyond those required herein, or to deduct from the monthly charges in cases where this work could not be done or needed, such as drought conditions. The HACP shall notify the Contractor at least two (2) business days in advance for any additional or cancellation of lawn cutting. Starting from the first week of May and continuing to the second week of October, cut the lawn each week to maintain grass height of 2.5" periods between cuts shall not be more than nine (9) days or earlier than six (6) days. After each cutting the following work is to be done and will be considered part of the cutting operation: 1. Trim grass, weeds and weed trees from around objects such as fence and fence posts, bench footings, light posts/stanchions, concrete/wooden structures, edging for beds, building foundation walls, etc. 2. Edge walks and curb line. 3. Power blow walkways, parking lot(s), driveways, steps, dumpster area(s), roads within developments, etc. to remove all grass cuttings, leaves and debris garbage, etc. 4. Collect and legally dispose of grass cuttings, leaves, weeds, garbage, debris, etc. The Contractor shall use a catcher attached on the lawn mower and empty same at regular intervals, when the lawn is being cut. 5. Close gates where applicable. 6. Remove all overgrown vegetation around fence lines and property railings. It is understood that from time to time the Contractor will be required to remove fallen branches, lawn debris, garbage, leaves, etc. especially during the fall months, as part of the lawn cutting operation. C. LATE SPRING FERTILIZATION This work shall be done during the last two (2) weeks of May. 1. Treat the entire lawn area with organic fertilizer. 2. Apply broadleaf weed control on lawn. Water pesticide into lawn with 1/4 " of water using the lawn irrigation system, where available, or by using hand operateddevices. D. MID-SUMMER INSECTICIDE APPLICATION This work shall be done the first week of June. 1. Treat the entire lawn area for grubs, using organic or chemical insecticides. 2. Water entire lawn area with 3/4 " water after treatment. E. CRAB GRASS AND WEED CONTROL This work shall be done during the first week of May, June and September. 1. Apply appropriate weed killers and crab grass control to eliminate all weeds and crab grass from the lawn and other areas, such as under decks, cracks in sidewalks, along curbs, non-lawn areas up to the property line and along fence lines. Where it is not possible or advisable to use weed killer, pull weeds out by hand. 2. Maintain fence line weed and weed tree free. F. SHRUB, SHADE TREE AND ORNAMENTAL PLANT PRUNING, TRIMMINGAND CARE This work shall be done during the first week of May, June, July and August. 1. Prune and/or trim shrubs, shade trees, and ornamental plants to facilitate healthy growth. Shape shrubs and ornamental plants to conform to industry standards, or as directed by HACP staff. 2. Prune dead and/or damaged branches and other branches away from lights, building(s), walkways and utility lines to maintain a clear space of 4'. The pruning of branches in the area of utility lines may require the Contractor to obtain special permits and/or authorization. 3. Rake and legally dispose of clippings, leaves, branches, etc. 4. Inspect shade trees, ornamental plants and shrubs for insect and disease problems. Treat as necessary to maintain disease-free plantings. 5. The pruning of shade trees shall be limited up to a pruning height of 35' from ground level. The pruning of shade trees, which are more than 35' and are affecting the buildings, light and/or overhead utility lines, shall be limited to the 35' pruning height. G. HEDGE TRIMMING This work shall be done monthly during the last week of May, June, July, August, and September. 1. Trim hedges. 2. Rake and legally dispose of clippings. 3. Inspect hedges for insect and disease problems and treat as is necessary to maintain disease/insect free hedges. 4. Remove dead hedges. H. MULCH FOR TREES, ORNAMENTAL PLANTS, SHRUBS AND BEDS This work shall be done during the last week of April. 1. Clean beds, around trees, ornamental plants and shrubs and legally dispose of debris. 2. Spray the weeds in the beds, by the trees and shrubs with appropriate herbicides. Pull weeds by hand, where this is not possible or it is not advisable to use herbicides. 3. Spread shredded cedar mulch in beds, around trees, shrubs and ornamental plants to provide a minimum thickness of 2", which shall be verified by the HACP within five (5) days after mulch is installed. 4. A minimum of 2' radius of 2" high shredded cedar mulch shall be installed around all trees, shrubs and ornamental plants. The 2' minimum radius shall be maintained from April through the end of November. I. EDGING During the last week of August, spade cut around all beds, trees, shrubs, and ornamental plants in the lawn; this shall be in addition to the requirements of A-4. J. FALL CLEAN-UP This work shall be done every other week starting the second week of October and continuing until the second week of December. Part of this work will be duplicated in the lawn cutting 1. Rake or power blow leaves every other week starting the second week of October and continuing until the second week of December. Part of this work will be duplicated in the lawn cutting. 2. Remove annuals and cut back perennials, where applicable, during the last two (2) weeks of November. 3. Remove and legally dispose of fallen branches and other debris. K. LIME APPLICATION AND FALL FERTILIZER This work shall be done during the second week of October. 1. Spread 1.5 lbs. nitrogen per 1,000 square feet over the entire lawn area to encourage late fall root development. 2. Apply lime over the entire lawn area at a rate of 50 lbs. per 1,000 square feet. 3. Core and aerate lawn and seed with 1:1:1 ryegrass/red fescue/blue grass seed mix at a rate of 1 lb. per 1,000 square feet. All bids must be submitted to the Authority's Administrative office, 52 Aspen Pl, Passaic, N.J. 07055enclosed in a properly sealed envelope bearing on the outside the name of the bidder, endorsed and addressed to the Passaic Housing Authority, 52 Aspen Pl, Passaic, N.J. 07055, ATTN: Glenny Candelaria and the title of the bid contained therein clearly marked SEALED BID LANDSCAPING/GROUNDS MAINTENANCE SERVICE- DECEMBER 30, 2025 AT 11:00 A.M.
