The City of Hammond, Indiana, Department of Planning and Development is requesting Statements of Qualifications for providing Environmental Consulting Services to the Redevelopment Commission. The scope of services under a one-year contract includes, but is not limited to: performing Phase I and Phase II environmental services; preparation and implementation of Indiana Voluntary Remediation Program (VRP) applications through the VRP and Indiana RISC programs; design and implementation of remediation systems; site monitoring with data organization; assisting with implementation approaches to facilitate development of environmentally stressed properties; project management related to environmental sites; coordination with contractors and developers under contract with the Redevelopment Commission; and any other similar environmental projects not listed above. Consultants familiar with the Indiana State Voluntary Remediation Program are preferred. Proposals must include the firm's experience with similar projects, experience working with redevelopment projects, proposed staffing including a project manager, familiarity with the project and area, and information concerning the current overhead rate as prepared by a CPA or registered accountant, or as approved by INDOT. The selection is based on professional qualifications, experience, and expertise of key personnel, not on competitive bidding. The Redevelopment Commission reserves the right to reject any submittals and award all or individual projects within the scope of work to comply with available funds. Submit five copies of the Statement of Qualifications with a fee schedule for the above services. Submittals should be sealed and clearly endorsed as Environmental Consultant Proposal.
