Site work and paving for a mixed-use development in Hammond, Indiana. Completed plans call for site work for a road / highway; sidewalk / parking lot; and water / sewer project.

The work consists of water main installation, storm and sanitary improvements, pavement removal, subbase repair, concrete curb repairs, sidewalk and curb ramp removal and replacement, striping, and landscape improvements. Bids shall be sealed and clearly labeled. All contractors and subcontractors listed in each bid must be properly licensed in the City of East Chicago as a condition of being awarded the project. Bids must be properly and completely executed on bid forms contained in the Contract Documents. Each bid must be accompanied by a certified check or cashier's check made payable to the City of East Chicago or a Bid Bond in an amount not less than ten percent of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana. Performance and Payment Bonds each in the amount of one hundred percent of the contract price will be required. Standard Indiana Form 96 (Revised 2009), which includes a non-collusion affidavit, will be required. Each bidder shall complete the E-Verify Affidavit and provide a Bidders Drug Testing Plan. Contractors and subcontractors must comply with local regulations including East Chicago City Ordinances 05-0019 (Equal Opportunity Ordinances Amendment) and 05-0020 (Local Hiring Ordinance). Contractors must subscribe to the Indiana Plan and a joint apprenticeship and training program for the project if their bid is accepted and provide proof before payments are made. No bidder may withdraw their proposal for a period of 60 days following the date set for receiving bids. The City reserves the right to waive informalities and to award the contract to any bidder or to reject any and all bids.
