The project is for tree planting and irrigation installation under the Public Works Department. The City of Avondale (the "City") is issuing this Informal Request For Proposals (this "RFP") seeking proposals ("Proposals") from qualified, licensed firms ("Vendors") interested in providing professional services consisting of irrigation installation, tree procurement, and tree planting at various locations over two phases: January-April 2026 and October-November 2026. Tree Procurement: o Purchase/Install trees on the Arizona Department of Water Resources Phoenix Active Management Area Low-Water-Use/Drought-Tolerant Plant List o Unless otherwise specified, or if a particular tree species is deemed unsuitable or unavailable, the contractor shall coordinate with the City of Avondale to select an appropriate tree or plant species for each location. Preferred tree species include, but are not limited to, Chinese Elm, Evergreen/Live Oak, Indian Rosewood, Mastic Tree, Red Push Pistache, Mulga, and Acacia Yellow Balls o Ensure trees are healthy at time of purchase o Provide to Avondale the name of the business/locations the trees/plants are purchased from o Meet specified size requirements - All trees shall be in 24-inch boxes 7.2 Phase 1 (January 2026 - April 2026) 1. Mountain View Park - 201 E Mountain View Dr, Avondale, AZ 85323 These trees will be planted as part of a community event. We are requesting the contractor performs irrigation installation, digs the tree holes, and returns after the event to stake and tie the trees. This event will held late January, early February 2026, dependent upon schedule with selected contractor. o Install irrigation for 15 tree The city believes there is existing irrigation in the park with additional capacity to tie into. New valves, lateral lines, and emitters with drip lines may be needed to ensure each tree planted has sufficient irrigation. The contractor shall verify that existing irrigation is sufficient and determine needed upgrades. o Procure and Prepare Installation of 15 trees o Location: See map below. o Species: Red Push Pistache o Delivery: Deliver the 15 trees to a nearby city facility the Thursday prior to the event. (facility address: 399 E Lower Buckeye Rd., Avondale, AZ) o Preparation for planting: Installation of trees will NOT be performed by the contractor. The trees will be installed by volunteers at a community event. The contractor will be responsible for digging 15 holes for the trees to be planted in at least 3 days prior to the event date. - Contractor shall appropriately cover and section off holes for safety for the time between when the holes are dug and when the trees are planted. o Post- Event: The contractor will return after the event to stake, tie the trees, ensure the trees were appropriately planted, and perform any final irrigation adjustments. 4th St. & Lower Buckeye Rd . o Install irrigation for 13 trees and 39 shrubs The contractor shall provide all work and materials for trenching , backfilling , and labor necessary for a complete and functional system , including connection to the water source . Installation of a controller with electrical wiring , 2 valves , 2 valve boxes , 3/4inch lateral lines , pressure regulators (if needed), and drip emitters . Contractor shall install a one-inch water line from the City backflow that will tie into 2 valves inside 2 boxes , and new 3/4-inch irrigation lines from the valve boxes through the site (indicated as a blue line in the map below ). The estimated total run of the new irrigation line is approximately 550 feet and shall include a dedicated line for the shrubs and for the trees . Procure and install 13 trees and 39 shrubs 3. Doc Rhodes Plaza - 10 W Western Ave , Avondale , AZ 85323 Install irrigation for 5 trees - There are drip lines in the plaza which the city believes have additional capacity to tie into . New valves , lateral lines , and emitters with drip lines may be needed to ensure each tree 4. We are requesting the contractor performs irrigation installation, digs the tree holes, and returns after the event to stake and tie the trees. The tree planting event is tentatively planned for November 7, 2026. The City of Avondale will confirm with the contractor the tree planting event date at least one month prior to the event. - Install irrigation for 25 trees o The city believes there is existing irrigation in the park with additional capacity to tie into. New valves, lateral lines, and emitters with drip lines may be needed to ensure each tree planted has sufficient irrigation.
