The City of Elgin is accepting proposals from well-qualified organizations interested in serving as the owner-operator of a low-threshold, non-congregate homeless shelter in the City of Elgin in conformance with federal, state and local law. The city intends to acquire the 96-room Lexington Inn located at 1585 Dundee Avenue to serve as the facility. The facility is located across the street from a public charter school (K-8). A public park and elementary school are also located nearby. The city is currently leasing 35 rooms (40 clients) at the Lexington Inn for temporary housing and the selected organization will need to include the existing clients in their operational plan. The City of Elgin is seeking an experienced, mission-aligned organization to assume ownership and operation of a 96-room hotel as a low-barrier, non-congregate homeless shelter with wraparound services and 24/7 staffing. The selected provider must manage the facility and present a sustainable five-year operational plan and budget. This request for Proposal (RFP) represents a publicly advertised and competitively awarded solicitation by the City of Elgin. The City of Elgin reserves the right to reject any or all RFPs, or any part thereof, or to accept any RFP or any part thereof, or to waive informalities in any RFP, if deemed to be in the best interest of the city.
