The City of Elgin is seeking Statements of Qualifications from prequalified Illinois design firms to provide Phase III construction engineering services for the intersection improvements at Highland Avenue and Lyle Avenue and the sidewalk extension to Thomas More Drive. The project shall consist of, but not limited to, intersection reconstruction to a roundabout, pavement markings, ADA sidewalk improvements and extension of the sidewalk to Thomas More Drive, drainage improvements, soil erosion and sediment control implementations, and signage. The project is anticipated to be let in April 2026 with a start of construction in spring of 2026.
