Site work for a civil project in Ocean City, Maryland. Completed plans call for site work for a water / sewer project; and road / highway.

The Mayor & City Council of Ocean City is seeking Proposals from qualified and experienced Vendors to provide for the Winter Harbor Drive Bulkhead Replacement and for said work to conform with the Proposal Documents. a. Scope of Work: The Scope of Work for WINTER HARBOR DRIVE BULKHEAD REPLACEMENT includes in general, all labor, materials, equipment, hardware, concrete, filter cloth, and finishing work to install approximately 54 (fifty-four) linear feet of new vinyl bulkhead located along an unnamed canal off of Assawoman Bay at the west end of Winter Harbor Drive in Ocean City, Maryland 21842 as shown within this Scope of Work and per the updated Town of Ocean City Board of Port Warden Bulkhead Standards. Addendum will be posted by close of business on WEDNESDAY, JANUARY 28TH, 2026. Minority Vendors are encouraged to compete for the Award of the Solicitation. Project Schedule: Work under Contract anticipated to begin by MONDAY, MARCH 30TH, 2026, and conclude by FRIDAY, APRIL 24TH , 2026. Section #2 - Scope of Work - Work Included: a. Provide all labor, materials, tools, and equipment to complete Work as shown within this Scope of Work and per the updated Town of Ocean City Board of Port Warden Bulkhead Standards. i. B08-26 - Winter Harbor Drive Bulkhead Replacement - Town of Ocean City Vinyl Bulkhead Design Standards.pdf b. Successful Vendor shall conduct a site assessment to understand existing conditions and requirements. c. Successful Vendor shall cut existing bulkhead and piles at a minimum of 18" below grade for the installation of the new bulkhead. d. Vendor shall cut existing ADS storm drain pipe no greater than 6' back from the current outfall end if determined there is insufficient room to extend the existing ADS pipe at the current outfall end with a split coupling. e. Vendor shall install new 12" ADS storm drain pipe as supplied by the Town of Ocean City. f. Vendor shall seal off the new ADS storm drain pipe with concrete collars. i. Concrete collars shall be Mix 3 concrete with #5 rebar reinforcing steel, measured as 12"x12"x12" thickness around the diameter of the ADS pipe and installed channelward and streetward of the bulkhead. g. Vendor shall backfill, compact, and rough grade behind the new bulkhead to an elevation within 4" of the final grade. h. Vendor shall remove and replace private docking, decking, and landscaping to a like-in-kind or equal and/or greater value. i. Coordinate all construction with the Town's Project Manager to ensure Work is completely as efficiently as possible. This includes coordination with other Contractors, utility companies, and Town of Ocean City personnel. j. Miss Utility Locate Requests: Per Maryland "Miss Utility Law", Contractor shall complete Locate Requests prior to performing any excavation operations. k. Any damage to public and/or private property as a result of actions of the Contractor shall be the responsibility of the Contractor to restore completely, to current and/or better condition prior to damage occurring. l. Contractor shall be responsible to photographically document existing conditions of adjacent items prior to commencing work to prevent false accusations of damage. m. Contractor shall keep work area clean while conducting Work. Contractor shall be responsible for disposal of all rubbish and debris at the Contractor's expense. Successful Vendor shall keep the premises clean of all rubbish and/or debris generated by the Work involved and leave the premises neat and clean as possible. The work area shall be cleaned at the end of each workday. n. Contractor shall utilize and adhere to all specifications within this Scope of Work and per the updated Town of Ocean City Board of Port Warden Bulkhead Standards. o. The following items as referenced below shall be considered as work performed by the Town of Ocean City under separate Contract and excluded from the Invitation to BID: i. The Town of Ocean City shall remove and/or demolish any City-owned asphalt roadway, sidewalk, and street-end barricades and/or fences. ii. The Town of Ocean City shall provide the necessary 12" ADS pipe and coupling for the Successful Vendor to install and seal with a concrete collar, as per the specifications referenced in Section #2 - Scope of Work - Item E. iii. The Town of Ocean City shall provide all necessary traffic control devices as required. iv. The Town of Ocean City shall replace all City-owned street-end barricades, fences, sidewalks, and asphalt roadway. v. The Town of Ocean City shall provide the Successful Vendor with the required project permits and/or approvals as per the specifications referenced in Section #1 - General - Item E. p. Successful Vendor shall install the new bulkhead as referenced below and in accordance with this Scope of Work and per the updated Town of Ocean City Board of Port Warden Bulkhead Standards for 6'-8' open face bulkheads with a pile anchoring system as shown. q. Successful Vendor shall make watertight connections to the existing bulkhead at the north and south ends of the project. r. Successful Vendor shall refer to the updated Town of Ocean City Board of Port Warden Bulkhead Standards for materials specifications as per the specifications referenced in Section #2 - Scope of Work - Item A. s. Successful Vendor shall top piling caps off with flat UV-stabilized polyethylene with stainless screws. t. Successful Vendor shall coat all exposed cuts and countersinks with two (2) coats of one of the materials as referenced below: i. Behr #90 Dock and Post Preservative ii. WM Barr Kleen Strip iii. Coppo-W Exterior Wood Preservative iv. Green's CopperGreen v. Jasco Termin-8 vi. Cuprinol Green #10 u. Successful Vendor shall refer to the updated Town of Ocean City Board of Port Warden Bulkhead Standards for installation as per the specifications referenced in Section #1 - General - Item A. v. Successful Vendor shall install piling(s) utilizing either an impact or vibratory hammer. Utilization of water jets shall be permitted only after a vibratory and/or impact hammer fails to successfully drive pilings and expressly requires approval in writing by the City Engineer. Pilings shall be driven straight and plumb within one quarter inch per foot of vertical length. w. Successful Vendor shall splice the top wales at the pile and install butt blocks at each splice with the area between each splice coated with preservative. Successful Vendor is expressly prohibited from splicing wales between piles. x. Successful Vendor shall install liner joints to fall midway between each pile with capboard fastened by 20d stainless steel nails.
