Construction Manager at Risk (CMAR) is a contracting method that involves a general contractor acting as a construction manager in the pre-construction design and construction phases of a project. The intent of the CMAR project delivery method is to form a coordinated team with the RTC as the owner, the Design Service Provider working for the RTC, and a construction manager working for the RTC to deliver the project using the CMAR project delivery method. The goal of this coordination and delivery model is to minimize risk, improve construction schedule, and incorporate innovations to meet or exceed project goals. An important role of the construction manager is to help acquire the information required to reduce risk in all phases of a project utilizing innovative approaches to meet project goals. The RTC anticipates that the involvement of a construction manager will help reduce omissions in design, improve constructability, and meet the stated project goals Proposers Written Questions Due 4:00 P.M. PST January 23, 2026 RTC Responds to Questions by Addenda 5:00 P.M PST January 29, 2026 The RTC reserves all rights regarding this RFP, including, without limitation, the right to: Amend or cancel this RFP and/or procurement or reject any and all Proposals without liability if the RTC, The Regional Transportation Commission of Washoe County (RTC) is advancing the Project to replace the structurally deficient 1966 bridge over the Truckee River in Reno, Nevada. The existing structure has significant deterioration, a low sufficiency rating, vulnerability to scour, and lacks any bicycle or pedestrian accommodation despite serving a critical urban corridor. The Project also addresses geometric, safety, operational, and connectivity deficiencies identified in the 2012 Nevada Department of Transportation (NDOT) Road Safety Audit, the 2014 Keystone Avenue Corridor Study, and the 2024 Keystone Bridge Replacement Project Feasibility and Alternative Analysis Report. The Project limits extend along Keystone Avenue from California Avenue to Jones Street, encompassing the bridge, planned multimodal facilities on Booth Street, Riverside Drive undercrossing, adjacent frontage roads, and utility infrastructure. Keystone Avenue is a key north-south arterial connecting west Reno neighborhoods, Reno High School, McKinley Arts and Culture Center, Idlewild Park, and the western portion of downtown Reno. Traffic volumes currently exceed 14,500 ADT and are projected to grow to nearly 20,000 ADT over the next 20 years, reinforcing the need for a modernized structure with improved multimodal and emergency access The project is sponsored by RTC with close coordination from the City of Reno, NDOT, Truckee River Flood Management Authority (TRFMA), U.S. Army Corps of Engineers, and regional utility providers including TMWA, NV Energy, AT&T, and Charter. While the current corridor only includes limited utilities; however, it is expected with the bridge replacement that utilities (waterlines, gas lines, electric conduits, and/or aerial communications lines) will be incorporated into the new structure. Key operational constraints include maintaining traffic on Riverside Drive and the frontage road during construction, minimizing impacts to the Truckee River, complying with hydraulic and scour requirements, and accommodating adjacent park, school, and neighborhood access and operations. The construction scope includes full bridge demolition and replacement using a multi-span PC/PS girder structure; reconstruction of Keystone Avenue approaches; construction of a new east-side multiuse path connecting to Vine Street; new retaining walls and drainage improvements; utility relocation and protection; geotechnical stabilization; and maintenance of traffic, detours, and staging. Work should also avoid falsework in the river, maintain clearance over Riverside Drive, and comply with floodway, hydraulic, and environmental permitting requirements. NEPA documentation is anticipated as a Categorical Exclusion, with associated coordination under USACE Section 404/408. Concurrent and related efforts requiring coordination include the TRFMA flood management program work within the Riverside Drive area, City of Reno bank stabilization improvements, private development within the area, and the possibility of utility projects in the area. The selected Construction Manager will be expected to actively collaborate with RTC and these entities throughout preconstruction to support design development, value engineering, construction phasing strategies, risk management, utility coordination, and development of the Guaranteed Maximum Price (GMP). The Construction Manager will also be responsible for coordinating and collaborating with neighboring stakeholders, as well as accommodating events and activities related to their specific interests, including but not limited to the McKinley Arts and Culture Center, Idlewild Park, and Reno High School. The RTC is currently procuring sperate independent cost estimate firm to support the CMAR pre-construction process. In addition a price facilitator/CMAR program manager will support RTC project management staff during pre-construction efforts with CMAR. This project is estimated at $45M-$60M, including approximately $25M for the bridge structure. The CMAR contractor will play a central role in ensuring constructability, cost control, river and traffic impact management, and timely delivery of this critical regional transportation improvement.
