Bidders are responsible for the timely delivery of their bids, and late bids will not be considered. The successful bidder must execute the required agreement and furnish performance and payment bonds each for 100% of the contract amount within ten days of receiving notice of award. The contractor is required to comply with all State and Federal requirements, including Equal Employment Opportunity and Buy America regulations, and all products and labor used should give preference to Iowa products and domestic labor to the extent required by law. Iowa sales tax will not be paid on materials for this project as the City will issue a sales tax exemption certificate. The work must commence upon issuance of Notice to Proceed and be fully completed by the specified date or liquidated damages will be assessed. If any person contemplating submitting a bid is in doubt as to the true meaning of any part of the drawings, specifications or other Contract Documents, or finds discrepancies in or omissions from the drawings or specifications, the person may submit to the Engineer a written request for an interpretation or correction thereof.
