The construction contract will be awarded to the lowest responsible bidder who best meets the requirements of Summit County and the public interest. The Summit County Board of County Commissioners reserves the right to reject any or all bids, to waive irregularities or informalities, and to conduct such investigations or negotiations as it deems necessary to select the most responsible and responsive bid.
