The proposed work consists of reconstructing 0.1 miles of Starr Avenue from the west corporation limit to Earlwood Ave and resurfacing 0.53 miles of Starr Ave from Earlwood Ave to Whittlesey Ave and 0.17 miles of Wheeling St from Northvale Dr to Randall Dr. The project will also include curb ramp updates and striping. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than October 30, 2026. All contractors and subcontractors involved with the project will to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required. Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions; and the requirements for a performance bond or a bid guaranty and contract bond for 100% of the contract price. This project is classified as a Local Public Agency project with the City of Oregon Administering the project and the Ohio Department of Transportation providing project oversight. Only ODOT pre-qualified contractors are eligible to submit bids for this project. This project is also being partially funded with Ohio Public Works Commission (OPWC) funds. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof. The Council of the City of Oregon, OH, reserves the right to waive any informalities or to reject any or all bids.
