PUBLIC NOTICE IS HEREBY GIVEN that the City of NORCO, as AGENCY, invites bids for the above stated project and will receive such bids on the City of Norco's Bid and Vendor Portal, February 10, 2026, at 10 a.m. The work includes furnishing all materials, equipment, tools, labor, and incidental items necessary to complete the project in accordance with the Plans, Specifications, and Contract Documents. The general scope for the Norco Fire Station 47 HVAC Replacement includes providing all labor, materials, equipment, and services necessary to remove the existing HVAC system and install a new, high-efficiency system while maintaining continuous station operations. The contractor shall handle mobilization, permitting, inspections, and as-built documentation, as well as perform testing, adjusting, and balancing (TAB), BIM clash detection, and full commissioning to ensure compliance with design specifications. Work includes selective demolition of roofing for structural modifications, removal of existing HVAC units, ductwork, thermostats, refrigerant and condensate piping, and gas piping. Structural tasks involve installing a new wood beam and equipment platform, reframing roof openings, and repairing roofing penetrations. Plumbing work includes installing new condensate drains, gas shut-off valves, and vibration/seismic controls. The HVAC scope covers procurement and installation of packaged heat pump units of various capacities, split systems, ductwork, insulation, refrigerant piping, dampers, silencers, sensors, and a new controls system with head-end equipment and CO2 sensors. Electrical work includes safe-off of existing systems, installation of a new 400A panel and feeder, and all necessary connections, disconnects, and feeders for HVAC equipment, along with seismic bracing, firestopping, and temporary power. Deliverables include as-built drawings, TAB and commissioning reports, O&M manuals, warranties, and staff training. All work must comply with California Building Standards Code, Title 24 Energy Code, and City of Norco requirements, ensuring minimal disruption to the 24-hour operations of this essential facility. Operational Continuity Requirement The Contractor acknowledges that Fire Station 47 serves as the City's Emergency Operations Center (EOC) and houses firefighting personnel for continuous 24-hour operations. Accordingly, the Contractor shall perform all work in a manner that ensures uninterrupted functionality of the facility. When replacing air conditioning units, each unit shall be fully installed, connected, and operational by the end of the same workday in which installation commences. The Contractor shall sequence work, provide adequate staffing, and furnish any necessary temporary conditioning to maintain acceptable indoor environmental conditions at all times. Under no circumstances shall the Contractor's activities impair, delay, or otherwise interfere with the essential operations of the Fire Station. Failure to comply with this requirement shall constitute a material breach of contract and may subject the Contractor to liquidated damages and other remedies as provided in the Contract Documents.
