Renovation of a mixed-use development in Norco, California. Completed plans call for the renovation of a fire / police facility; and municipal facility.

The City of Norco ("City") invites sealed proposals from qualified California-licensed C-10 Electrical Contractors to furnish construction services for modifications to the existing main metered electrical service and integration with the existing generator system at the City Hall building, including critical Police Department loads. The Work shall be planned and executed to ensure safety, code compliance, selective coordination, minimal disruption to public safety operations, and complete, compliant closeout in accordance with the project plans. Project Address: 2870 Clark Avenue, Norco, CA 92860 The project aims to deliver a reliable, code-compliant service entrance configuration and integrate emergency power to ensure operational continuity for City Hall and the Police Department. The work includes reconfiguring electrical distribution to clearly separate emergency and non-emergency loads, achieving selective coordination, and updating arc-flash hazard labeling. To minimize disruption, all work will be performed on weekends only, supported by a temporary generator rated at 40 kW or larger to maintain power for critical systems. The contractor will be responsible for administering all permits, scheduling inspections, and coordinating with Southern California Edison (SCE), the City of Norco, and the Corona-Norco Unified School District as needed. Comprehensive testing, training, and documentation-including accurate as-built drawings and full closeout submittals-are required. The scope of work includes disconnecting existing conductors to the automatic transfer switch (ATS), installing new copper bussing, removing and replacing bussing between sections of the main service, and providing new circuit breakers and conductors to reconfigure Sections One and Two. Emergency and non-emergency circuits will be relocated accordingly, and labeling will be updated to clearly identify "Generator Power Only." Approximately three Z-bars will be replaced as part of bussing modifications. The contractor must procure all materials prior to starting work and maintain the electrical room in a clean, accessible condition throughout the project. Additional responsibilities include performing short-circuit and arc-flash studies, NFPA 110 acceptance testing, and commissioning of the generator and ATS. A detailed weekend phasing plan must be implemented to manage outages and ensure Police Department continuity. All work shall comply with the California Electrical Code (NFPA 70), NFPA 110, IEEE standards, Cal/OSHA requirements, Southern California Edison service standards, and City of Norco permitting processes. The contractor is responsible for all permits, fees, inspections, utility approvals, and compliance with applicable regulations. Special conditions include maintaining critical operations, limiting work to weekends, completing the project within 45 working days, adhering to security protocols, prevailing wage requirements, and DIR registration. The contractor must certify material readiness before mobilization and ensure site safety, including electrical room cleanliness and accessibility. There are 45 working days allowed to complete the construction portion of this project. Liquidated damages shall be assessed at $1,000.00 per working day. The project plans have been approved by the City of Norco Building Department, the contractor is responsible for obtaining a building permit with the City for the construction of the project and scheduling inspections with the building inspector in a timely manner.
