The City of Norco is requesting proposals from qualified real estate appraisal professionals or firms (“Consultant”) to provide valuation services. The City seeks the services of a California-licensed real estate appraiser to assist the City by providing appraisal, valuation, and related consulting services for exempt-surplus land, surplus land, and for the purchase or acquisition of property by the City. The sale, purchase, and disposition of City-owned property must comply with California Government Code Sections 25520-25539.10 and 54220-54232. The City anticipates entering into a five-year term agreement with the selected Consultant. All appraisal work performed under this RFP must comply with the Uniform Standards of Professional Appraisal Practice (USPAP), applicable California licensure requirements administered by the Bureau of Real Estate Appraisers (BREA), and the City’s obligations under the Government Code sections referenced above. The Consultant must be properly licensed to operate in the State of California and, if applicable, registered with BREA as an Appraisal Management Company (AMC). Possession of an Appraisal Institute MAI designation is required for commercial appraisal assignments and complex valuation work. All individual appraisers assigned to work under this agreement must hold valid BREA licenses appropriate to the type of appraisal being performed, including both residential and commercial valuations. A Certified General Appraiser is required for any valuation involving property types or complexity that exceeds the scope of residential licensure. Each appraisal must include a signed certification and a complete USPAP workfile containing all data, analyses, assumptions, limiting conditions, and supporting documentation necessary to substantiate the opinion of value for public review and legal defensibility. Proposals must demonstrate the Consultant’s experience performing real estate appraisal services, including vacant land and other relevant property types, as well as familiarity with local market conditions, zoning, and development trends. Proposers must provide examples of recent appraisal assignments, résumés of key personnel, and at least three public-sector references. A completed and signed Non-Collusion Declaration is required and must be included with the proposal submittal. A list of the scope of services is provided herein. Consultants responding to this proposal must indicate the skills, experience, and/or services which distinguish the consulting professional or firms from other consulting professionals or firms to make the proposal the best choice for the City. The City’s request for bids and proposals, bid results, and notices of an award are obtained through the City of Norco Vendor Portal, www.norco.ca.us/bid. All necessary forms, specifications and other bid documents may be viewed and downloaded electronically. Businesses who have registered in the Vendor Portal will receive email notices when a new request for bid or proposal relevant to their line of business is issued. Any interested party may view the City’s solicitations, as well as the bid results and final notices of award, by logging into the Vendor Portal and using the search features to locate the items of interest.
