The Village of Mahomet is seeking proposals from planning and design consultants to provide professional services associated with the development of a Comprehensive Plan update for the Village of Mahomet and its planning area. Sealed proposals must be submitted by the specified deadline. The Village reserves the right to reject any and all proposals received. Detailed instructions and selection procedures are available from the Village Clerk or the Village website. Question Deadline 02/06/2026 All questions shall be submitted in written form via email to Abby Heckman, Village Planner, aheckman@mahomet-il.gov The following section outlines certain minimum and expected components of the comprehensive plan and process, which responding firms shall address in their proposed scope of services. The Village is open to suggestions other than those listed that consultants believe will be of value to producing a high-quality Comprehensive Plan. Village staff will finalize the actual scope of services with the selected consultant prior to contract authorization. The Village Planner will serve as the point of contact and lead from the Village while assisting with presentations to the Village Board and Plan and Zoning Commission. Although village staffing resources are limited, map data (ArcGIS), and assistance in connecting with other local groups or participants in the process. Required Minimum Components a. Final Plan Document - The final report shall be submitted by digital copy (suitable for web viewing on both computers and mobile devises, with all components (text, photos, maps, tables/spreadsheets, etc.) delivered in their respective native file formats. Additionally, a fully collated PDF file of the final plan shall be provided along with 15 printed, bound color copies of the final approved plan. b. Comprehensive Plan Summary Document - The selected consultant shall deliver a summary document, in a user-friendly format that includes language and graphics, which covers core components of the entire Comprehensive Plan and can be understood by a broad audience. Like the final plan document, this summary document shall be submitted in its respective native file formats and as a collated PDF file. The number of printed copies, if any, will be determined during the planning process. c. Public Input - The proposal shall include a detailed description of how public input will be obtained. The process may include, but not limited to, public meetings, working sessions, public open houses, stakeholder interviews, visual preference surveys and electronic forms of stakeholder outreach. Some form of electronic/web-based media must be included as part of the planning process. Expected Components Mahomet anticipates the Comprehensive Plan document, and process will include the following components, although the extent and scope of work of each will need to be finalized with the selected consultant. Firms responding to the RFP should offer insight into successful approaches and strategies gained from similar past projects. a. Meetings - Several meetings are anticipated during the planning process. These meetings may be virtual when necessary and applicable. At a minimum, responding firms are expected to plan for the following meetings: i. Staff / Consultant Kick-off meeting ii. Introductory Meetings - at least two (2) meetings, one (1) meeting before the Village Board of Trustees and one (1) meeting before the Plan and Zoning Commission to review the process and set expectations. iii. Staff Meetings - as necessary throughout the process to review input and draft documents. iv. Committee Meetings - Responding firms should anticipate at least two (2) committee meetings during the process. v. Plan and Zoning Commission - at least one (1) meeting with members of the Plan and Zoning Commission. This is a separate meeting from the introductory meeting stated in ii. vi. Small Group meetings with elected officials and/or key stakeholders - at least one (1) meeting. vii. Public Hearing(s) - at least one (1) public hearing before the Plan and Zoning Commission. viii. Village Board Meeting(s) - following the public hearing and recommendation from Plan Commission, at least two (2) meetings to adopt the plan. b. Plan Elements i. Guiding Principles: The plan is expected to identify principles that will establish and guide future decisions over the next 10-20 years. These principles should consider both issues and opportunities affecting the Village of Mahomet. The principles shall provide vision for future planning, land use, housing, and transportation decisions and shall be written to enable the Village Board to establish priorities for capital projects and other public investment in the community. ii. Development History: Update the 2016 Comprehensive Plan information and incorporate previously unavailable data. iii. Evaluation of Current Conditions: Present current data and analysis of population and socioeconomic data. Identify strategies to address trends in retail (malls, power centers, lifestyle centers, big box, internet sales, Amazon, etc.), light industrial (integration of auto service, fitness, recreation, and retail service uses which may alter the character of office/warehouse/manufacturing areas), housing (cluster homes, accessory dwelling units, neo-traditional townhomes/rowhouses, senior housing, mixed use buildings, etc.), impacts of the aging population, and other factors influencing the amount, type and location of development likely to be attracted to Mahomet over the next 10-20 years. iv. Future Land Use Map and Recommended Implementation Strategies: Review the current land use maps and identify properties susceptible to change and/or that the Village should actively work to facilitate change. Include recommendations about future land uses and identify implementation strategies (new policy statements, regulations, economic development initiatives, etc.) v. Plan Reconciliation: Review and coordinate the consolidation of the Village's existing plans. The Village desires to address and eliminate inconsistencies with the adoption of this Comprehensive Plan. vi. Transportation: Establish a set of guiding principles and/or philosophy which may be used by the Village to help guide the creation and evaluation of future transportation-related plans, especially regarding multi-use paths and other alternate modes. vii. Special Area Plans: Identify areas of the community that should receive special attention and could warrant development of a sub-area plan. Areas might include: Eastwood Drive Commercial Area South Mahomet Road / Middletown Prairie School Area Mid-America Road / South IL-47 Area North IL-47 / Lake of the Woods Forest Preserve Area Patton Drive Commercial Area viii. Implementation: Include a summary of recommended actions related to implementation, along with cost projections and relevant timing considerations.
