The City of Flagstaff is seeking Statements of Qualifications (SOQs) from Artists or Artist Teams qualified to paint a mural on the Buffalo Park Water Tank. The mural should reflect the City as a whole, the current activities and history of the park, and the communities that use this natural and recreational resource. The mural will be large scale, emblematic of the park and greater area, withstand environmental elements (including ultraviolet radiation and freeze/thaw cycles), require minimal maintenance, meet safety requirements, and deter graffiti. Up to five Artists will be selected through the RSOQ process and invited to a site visit to study the area's physical and cultural features. These Artists will then be invited to submit proposals for the artwork, with each receiving an honorarium. The City will select one winning design, and the Artist will execute the mural following a final contract. Artists are not being asked to submit design proposals as part of the initial SOQ submission. Question Deadline 02/11/2026 at 3:00 PM MT
