Renovation of a recreation facility in Hilo, Hawaii. Completed plans call for the renovation of a recreation facility.

Submission of an electronic response constitutes an offer to sell the specified goods and/or services at the offered price and under the stated Terms and Conditions. The submitter must be authorized and certify the response is made fairly and without collusion. Attachments must be uploaded through the indicated procurement system as part of the response. Bidders are responsible for downloading all solicitation attachments, entering pricing, completing required information, and submitting by the closing date. Offers must include applicable Hawaii state and county taxes in the price. Only responses submitted through the procurement system will be considered for award. The awarded vendor is subject to a transaction fee on the total amount purchased. To be eligible for contract award, the successful offeror must submit a Certificate of Good Standing, a Certificate of Compliance from the Hawaii Department of Labor and Industrial Relations, and a Tax Clearance for contracts from both the Hawaii Department of Taxation and the IRS. Vendors can use the Hawaii Compliance Express system for these certifications. Additional instructions or provisions may apply. Bidders should attend the pre-bid conference as indicated, and are advised to print the solicitation and scope of work documents for reference. No copies will be provided at the pre-bid conference. Questions or requests for clarification regarding the scope of work or project schedule should be submitted through the procurement system by the deadline. Bidders must review the plans and technical specifications thoroughly, and when conflicts arise, must apply the more stringent requirement in preparing their bid. Objections or requests for clarification must be made prior to the deadline. The deadline to submit requests for clarification of the requirements of this IFB is on February 5, 2026. All clarification requests shall be submitted via HePS QUESTIONS AND ANSWERS section A. Work in this section shall include design, fabrication, and installation of aluminum protective covers. All work shall be in accordance with the shop drawings and this specification section. A. Furnish all labor, materials, and equipment necessary to carry out the personnel monitoring, record keeping, air monitoring and inspectional services in compliance with all applicable Federal, State and Local laws and regulations during the performance of the project. B. Contractor shall comply with all Federal, State and local regulations pertaining to lead paint disturbance. If there is a conflict with the Specifications, the more stringent requirement shall apply. The scope of work consists of alterations to the existing metal framed Horsebarn, including new metal roofing, flashing, gutters, downspouts, lighting, and power receptacles. The project also includes construction of a new covered Horse Paddock with concrete foundations, structural steel, metal roofing, gutters, and downspouts. Additional work includes construction of a new Office, Restroom, and Storage Room using new shipping containers which will be modified for the intended use, complete with doors and door hardware, windows, thermal insulation, metal panel wall and roof covering, wood truss framing, metal flashing, gutters and downspouts, countertops, toilet accessories, tiling resilient flooring and base, mechanical, plumbing, electrical, and data systems. Site improvements include a new IWS system, parking upgrades with a new ADA-compliant stall, striping and signage, site lighting, and extension of overhead electrical power utilizing new utility poles to be coordinated with the utility company, and miscellaneous paving. Other work includes flatwork, painting, signage, masonry, prefabricated canopy, hazardous material abatement, and miscellaneous related work. LEI performed the following scope ofwork: o Performed site reconnaissance at the Subject Site; o Collected a total ofthree (3) bulk asbestos samples from the areas ofplanned disturbance at the Subject Site in accordance with DOH/EPA guidelines; o Submitted the three (3) bulk samples to Hawaii Analytical Laboratories, LLC for analysis by polarized light microscopy (PLM) in accordance with NIOSH Method - 600/R-93/116 to determine asbestostype and content; o Collected nine (9) paint chip samples from the areas ofplanned disturbance at the Subject Site: o Submitted the nine (9) paint chip samples to Hawaii Analytical Laboratories, LLC for analysis via EPA Method 7082m LEAD by Flame Atomic Absorption Spectrophotometry (FAAS) for total lead content; o Identified a total offour(4) decision units within the Subject Site; o Collected a total ofsix (6) multi-increment samples (MIS) from the decision units at the Subject Site, which includes a triplicate sample per DOH HEER TGM recommendations. Each MIS included 50 sub-samples collected utilizing DOH recommended hand tools and equipment; o Submitted the six (6) MIS soil samples to Hawaii Analytical Laboratories, LLC in Honolulu, Hawaii for the following analysis: o MIS laboratory' preparation o Total lead and arsenic by Environmental Protection Agency (EPA) Method 3051m/7000Bm/7061Am o Organochlorine pesticides by EPA Method 8081B-m o Provided this Letter Report documenting LEI's methodologies, findings, photograph documentation and recommendations. A. Work covered under this section includes, concrete walks, curbs, gutters, ramps, fence walls, fence post footings, site retaining walls, driveways, drywell covers and rings, drainage inlet boxes, culvert headwalls and other concrete site work that are nonmanufacturer designed products.
