The project consists of constructing public and private side replacement of approximately 340 lead service lines on Aspen, Cherry, Oak and Walnut Streets, Badger, Camingt, Elm, Emerson, Hawthorne, N Chicago, Rawson, and Sycamore Avenues, Lake Drive, Oak Creek Parkway, and other streets located within the City of South Milwaukee. Instructions to bidders include obtaining digital project bidding documents electronically, submission of bids online through QuestCDN.com, and compliance with American Iron and Steel requirements, the Build America Buy America (BABA) Act, and wage rates as established by the Davis Bacon Wage Act. Bid security of not less than 5% of the bid is required, and performance and payment bonds must be provided for the full contract amount. Bids may not be withdrawn for 60 days after the scheduled opening without the owner's consent. The owner reserves the right to reject any and all bids or waive informalities. Pre-qualification requirements: All bidders must complete the City of South Milwaukee's prequalification for lead service line replacements and submit as instructed by 5:00 pm, February 2, 2026, to be considered for award of the contract or placement on the prequalified list of contractors for private lead service replacements. Disadvantaged, minority-owned, and woman-owned business enterprises are encouraged to submit bids, and the prime contractor must make a good faith effort to solicit bids from qualified DBE firms if subcontracting is performed. 5% bid security and contract bonds are required. Bidders must download documents from QuestCDN to access the valid online bidding system. Paper sets are not available. Bidders will be charged a fee to submit electronically. All iron, steel, manufactured products, and construction materials used in the project must comply with relevant U.S. sourcing acts and wage laws..
