The project consists of public and private side replacements of approximately 240 lead service lines on 14th, 19th, 17th, Madison, Manitoba, Marquette, Marshal, Manoma, Michigan, Milwaukee, Minnesota, Missouri and Monroe Avenues, Hanson Place, and other streets located within the City of South Milwaukee. Bids will only be received online through QuestCON.com. The project must comply with the requirements of the American Iron and Steel Act and the Build America, Buy America Act. Contractors are required to pay not less than the prevailing wage rates on the project as established by the Davis Bacon Wage Act. Business Disadvantaged Enterprise (DBE) contractors, including Minority-Owned Business Enterprises (MBEs) and Woman-Owned Business Enterprises (WBEs), are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a good faith effort to solicit bids from qualified DBE firms. Bid security in the amount of not less than 5% of the bid must accompany each bid. The awarded bidder shall furnish a performance bond and a payment bond, each in an amount equal to the contract price. The owner reserves the right to reject any and all bids, waive informalities, or accept the bid that best serves the owner's interests. No bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of the owner. Pre-qualification requirements: All bidders must complete the City of South Milwaukee's Prequalification for Lead Service Line Replacements and submit as instructed in the Prequalification of Bidders/Contractors by 5:00 pm local time, February 2, 2026, to be considered for award of the contract or placement on the prequalified list of contractors for private lead service replacements.
