The project is for utility improvements on Broadway Street in the Village of Covington and includes the replacement of 1,150 lineal feet of waterline and 800 lineal feet of sanitary sewer on US Route 36. Bids will be received on a unit price basis as outlined in the bid documents. Bids must be signed and submitted on the separate bidding forms included in the bidding documents, sealed in the provided envelope, and accompanied by either a Bid Guaranty Bond in the amount of 100% of the bid amount or by a certified check, cashier's check, or letter of credit on a solvent bank in the amount of not less than 10% of the bid, subject to conditions provided in the instructions. Bid security furnished in bond form must be issued by a surety company or corporation licensed in the State of Ohio. The successful bidder will be required to furnish a satisfactory performance bond in the amount of 100% of the bid. All contractors and subcontractors involved must, to the extent practicable, use Ohio products, materials, services, and labor. Bidders must comply with all requirements in the bid packet, including State of Ohio prevailing wage rates, insurance requirements, and other provisions. Only bids from bidders listed on the engineer's official list of plan holders will be accepted. The owner reserves the right to reject any or all bids and to waive informalities, irregularities, and errors in the bidding to the extent permitted by law. No bidder may withdraw their bid within 60 days after the actual date of bid opening. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than 10 days prior to the date for opening of bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
