The West Chester Area School District, Chester County, Pennsylvania, solicits sealed bids for the West Chester Stetson Middle School for Proposal No. 26-G214 Stetson Middle School - Interior Painting Phase 1. Sealed bids for the Stetson Middle School Interior Painting Phase 1 project will be received online via the PennBid Program by the West Chester School District until 11:00 AM prevailing time on the specified due date. All bids must be accompanied by a Non-Collusion Affidavit and a Contractor's Qualification Statement. Bids must remain valid for sixty days after the bid opening and may be rejected at any time prior to the expiration of said date. Bids must include a certified check or bid bond, with a corporate surety authorized to do business in Pennsylvania, in the amount of ten percent of the bid, as posted through PennBid, made payable to the West Chester Area School District. Checks or bonds will be returned to unsuccessful bidders after the contract has been awarded, or the bids rejected. The successful bidder's check or bond will be returned when the contract has been properly completed. If the successful bidder fails to enter into contract within ten days after notification of acceptance of bid, said check or bond shall be forfeited. The successful bidder will be required to furnish Performance and Payment Bonds in amounts equal to 100% of the contract price and shall be included in the contractor's bid amount. Surety shall be satisfactory to the School District. All bidding documents are available online at no cost at PennBid. All questions will be received through the PennBid solicitation until the specified date and time. There will be a mandatory pre-bid meeting held at G.A. Stetson Middle School. This project is subject to prevailing wage. The School Board reserves the right to accept or reject any or all Bids for any or no reason, to waive informalities and irregularities, and to make or not make awards in the best interest of the West Chester Area School District. All questions will be received through the PennBid solicitation until Thursday, February 19, 2026, at 12:00 Noon. The scope of work includes the following list of items as identified below and in the enclosed drawings. A. Painting: All surfaces to be painted will be prepared in accordance to the paint manufacturer's product specifications & painted with two (2) coats of paint on surfaces where the existing paint exists. At least two (2) coats will be required on surfaces where color changes are required or on previously un-painted surfaces. Paint will be applied in smooth even coats until the wall has a smooth and consistent appearance to the satisfaction of the School District. 1. The District will provide all paint and primer materials required. Paint will be Sherwin Williams Pre-Catalyzed water-based epoxy for wall surfaces, and Sherwin Williams Pro-Industrial Water Base Alkyd Urethane Semi-Gloss for doors and frames. 2. Previously unpainted brick/block walls to be coated with block filler. 3. Any/all cracks, holes, voids or surface imperfections are to be filled with appropriate materials and finished to match the surrounding surface prior to painting. All materials to be approved by the manufacturer's product specifications and the owner. 4. All walls, soffits and ceiling surfaces will be scraped and sanded to remove any loose paint or materials. Chipped areas will be sanded smooth and blended to produce a smooth finish surface prior to painting. 5. All metal surfaces to be painted such as doors and door frames will be scraped and sanded to remove any loose paint or materials. Metal railings will be painted if previously painted. Aluminum rails shall not be painted in either case. Chipped areas will be sanded smooth and blended to produce a smooth finish surface prior to painting. All doors and door frames first coat will be primer and then second coat will be paint. 6. The Contractor will be required to provide sufficient labor to complete the entire scope of work in the allotted time. 7. The Contractor will provide all materials needed to properly perform the work. These include but are not limited to; drop cloths, rollers, brushes, tape, plastic, caulk, filler, sandpaper, spackle, etc. 8. The Contractor will be responsible to protect all surfaces that are not scheduled to be painted. 9. The Contractor will be responsible for providing ladders, scaffold, lifts, etc. to reach those areas which cannot be accessed from the floor. All equipment and their use must meet current OSHA regulations.
