Reference Number 0000411164 The City of Boulder is seeking expressions of interest from potential partners or teams of partners to collaborate on the development of new mixed-use buildings and related amenities on properties currently owned by the City in its Civic Area. This area is home to the Dushanbe Tea House, Boulder County Farmers Market and the Boulder Museum of Contemporary Art, located adjacent to Boulder Creek and just blocks from Pearl Street Mall and the University of Colorado campus. Together, the parcels represent one of the most significant remaining development opportunities in Downtown Boulder and one of the most unique opportunities in Colorado. The City is seeking a creative partner--or partners--to help transform the area in a manner consistent with the community's vision while achieving both public and private revenue generation. Specifically, the City is initiating the process of creating a development partnership through release of this RFI. Responses to this RFI will help inform the City's planned development and release of a Request for Proposals (RFP) in 2026. A response to the RFI will not be a pre-condition for responding to the RFP but will help the City gauge potential partner interest and provide useful information for development of the RFP. At this time there is not an official anticipated date for release of RFP, but the City team anticipates releasing it in the first half of 2026. The City will not be granting an award or negotiating a partnership agreement as part of this RFI process. In reviewing the responses, the City reserves the right to contact one or more respondents to engage in conversations to better understand the responses to questions and further inform development of the RFP.
