The City requests proposals from qualified consultants for owner's representative services for the Outback Facility Improvements Project. The Project will focus on resiliency measures that include the design and construction of water pretreatment facilities and in-conduit hydroelectric generation facilities using existing water diverted to the Water Filtration Facility. The Project is also expected to include realignment of the Forest Service 4606 road at the Outback Site. The work aims to prevent interruptions in the drinking water supply during wildfires, power outages, and natural events that cause heavy sediment loading in Bridge Creek, which could exceed the capacity of the existing Water Filtration Facility. The City will use the Construction Manager/General Contractor (CMGC) method for project delivery and seeks an experienced Owner's Representative to support all phases of the project, from preconstruction to closeout. If additional property is acquired and zoning changes are secured, or changes to a Forest Service Special Use Permit are made, the consultant may serve as Construction Contract Administrator during construction. Familiarity with the CMGC method, Oregon Standard Specifications for Construction, and other industry standards is required. The initial contract is for preconstruction support, with further services potentially added by contract amendment prior to construction, as needed.
