This project includes extending 440 feet of storm sewer along Sullivan Street and installing 1,080 feet of drain tile along Sullivan Street and Levi Street to resolve ongoing sump pump drainage issues in the area. Currently, sump pumps discharge directly onto the roadway near the intersection of Sullivan and Levi Streets, creating persistent icing and algae problems for nearby residents. This location has become a recurring winter maintenance concern for the Public Works Department. The planned storm sewer extension will also improve the collection of surface water flowing down Sullivan Street, enhancing overall drainage and safety. Each Bidder must accompany their Bid with bid security in the amount of ten percent (10%) of the amount of the contract in the form of a cashier's check, certified check, certified share draft, or a Bid Bond with corporate surety. The successful Bidder will be required to enter into a contract for the work and to furnish a corporate surety Bond for the faithful performance of the contract in an amount equal to one hundred percent of the amount of the contract. Preference will be given to products and labor from Iowa as lawfully required. Bidders should not include State of Iowa sales tax in their Bid; a sales tax exemption certificate will be issued for materials purchased for the project. Bidders must submit questions about the Contract Documents to the Engineer in writing or by email only. Replies will be issued to Contract Document holders of record as Addenda to the Drawings and Specifications and will become part of the Contract Documents. Neither City nor a Bidder may rely on oral clarification. Disadvantaged Business Enterprise (DBE), Targeted Small Businesses (TSB) requirements, and the Federal Prevailing Wage Act do not apply. Bidders are encouraged, but not required, to attend the Pre-Bid Construction Conference.
