Question Deadline 02/18/2026 Bidders must submit their Equivalency Claim to the Local Contracting Unit in the form of a question on PennBid no less than fourteen (14) days prior to the bid opening time. A. The Borough of Pottstown is replacing 50 feet of a collapsed storm sewer culvert that runs below the rear yard of 512 Willow Street. The work includes replacement of an existing section of storm culvert with a polymer-coated corrugated steel pipe arch including concrete collar connections to the existing pipes on the upstream and downstream ends of the collapse and associated restorations including but not limited to: concrete curb and sidewalk replacement, 6' vinyl fence replacement, 3' wood fence replacement,site grading, and landscaping restorations. B. The Borough of Pottstown has received funding for this project from the Commonwealth Financing Authority through the following grants 1. COVID-19 ARPA H2O PA (C000087898). 2. COVID-19 ARPA PA Small Water and Sewer Program (C000087351). The work involves replacing 50 feet of a collapsed storm sewer culvert that runs below the rear yard of 512 Willow Street. The scope includes replacement of an existing section of storm culvert with a polymer-coated corrugated steel pipe arch. The work also involves constructing concrete collar connections to the existing pipes at the upstream and downstream ends of the collapse and includes associated restoration work such as concrete curb and sidewalk replacement, 6-foot vinyl fence replacement, 3-foot wood fence replacement, site grading, and landscaping restorations. A. The project site is in the rear yard located at 512 Willow Street within the Borough of Pottstown, Montgomery County, Pennsylvania. A portion of the site is located on 514 Willow Street, Pottstown, PA. B. 512 Willow Street (PARID 160032792006) is a private property. C. 514 Willow Street (PARID 160032796002) is a private property. Demolition 1. Site clearing and storage of topsoil, as required. Contractor shall clear existing landscaping as necessary to perform the work. 2. Removal of existing corrugated metal pipe (CMP) downstream from collapsed section to the downstream archway. Contractor must utilize shoring or a trench box to stabilize the trench walls during construction. 3. Removal of sidewalk and concrete curbing as required to install the new storm sewer pipe arch. The Contractor shall maintain Property Owner access to the maximum extent practical. Any disruptions to the use of the building shall be communicated with the engineer and the Property Owner at least 48 hours in advance of the planned disruption. 4. Removal of existing 6' vinyl and 3' wood fence, as necessary to complete the scope of the project. Storm Sewer Installation 1. Install new polymer-coated corrugated steel storm sewer pipe arch from downstream to upstream per the Project Plans. See the construction details for bedding and backfill requirements for the installation of the pipe arch. The excavated area for pipe arch will be backfilled with Type C flowable fill. Contractor must utilize shoring or a trench box to stabilize the trench walls during construction. 2. Connect new storm sewer pipe arch to the upstream Concrete arch and downstream Concrete arch with concrete collars. 3. Install reinforced concrete invert in the upstream archway to match the invert of the new pipe arch as directed by the engineer. Contractor shall pave invert of the upstream arch to match invert of proposed storm sewer pipe arch at the tie-in. This work will include dowelling into existing concrete benching and welded wire fabric reinforcement. 4. Backfill excavated area with Type C Flowable Fill, up to 1 foot above the top of the pipe arch. Flowable fill shall be placed in 4' lifts. Flowable backfill should be terminated a minimum of 2' below finished grade of the yard. Backfill above flowable backfill with select backfill and topsoil at surface grade.
