Job Order Contracts are competitively solicited, firm fixed-priced, indefinite quantity contracts awarded under the best value pilot program codified in California Public Contract Code Section 20155 et seq. The awarded Contractor(s) may perform work on individual Projects at different locations and facilities under the jurisdiction of the Riverside University Health System. The work may consist of repair, alteration, modernization, maintenance, rehabilitation, etc., related to the applicable scope (Flooring Work, General Building, or Mechanical Work). Contract Documents include a Construction Task Catalog® (CTC) with Prepriced Tasks for construction work with preset Unit Prices. All Unit Prices are based on local labor, material, and equipment costs and are for the direct cost of construction. Contractors will bid four Adjustment Factors to be applied to the Unit Prices. Multiple contracts in each category may be awarded under the Best Value Job Order Contracting method. Proposals shall be prepared in conformance with the Instructions to Proposers and other Proposal Documents as specified by Riverside County on behalf of RUHS. All proposals must be addressed and sealed as instructed and received by the Clerk of the Board by the specified deadline. Pre-qualification requirements: - Contractors must submit both a Prequalification Questionnaire and a Sealed Proposal. - Contractors must register/update all information in the County’s online database, including W-9 and IRS 147C forms. - Contractors must confirm they have viewed all addenda and acknowledge such in their proposal. - Contractors and subcontractors must be registered and qualified to perform public works per Labor Code section 1725.5 at the time of bidding and contract award. - Attendance at the mandatory Pre-Proposal Conference is required. - Contractor receiving the award must have been deemed prequalified by the County. - Contractor must furnish a Performance Bond and Payment Bond. - Contractor (or designated subcontractor) must hold required licensing and certifications as per California law and project requirements. - Contractor must provide an enforceable commitment that all tiers will use a skilled and trained workforce for apprenticeable trades as required by Public Contract Code 20155.4(a). - Contractor must comply with all California Labor Code provisions, including payment of prevailing wage and employment of apprentices, and provide required records. - This is a public works project subject to compliance monitoring and enforcement by the Department of Industrial Relations.
