The extent of work is the furnishing of all labor, equipment, and materials for the construction of improvements including the removal and replacement of approximately 525 stations of pavement markings, 62 stations of pavement marking removals, 197 pavement symbols, and 1,019 painted bike sharrow symbols on various streets throughout the City of West Des Moines. The kinds of materials, estimated quantities, and work to be done are as shown on the bid proposal. All work must be done in strict compliance with the Plans and Specifications prepared by I&S Group, Inc. (ISG) and approved by the City Council. All bids must be made on the form furnished by the City through wdm.ionwave.net and filed before the specified deadline. Each proposal must be electronically accompanied by a scanned copy of the bid bond or a cashier’s/certified check drawn on an Iowa bank or a bank chartered under the laws of the United States, in an amount equal to ten percent (10%) of the total bid. If a bid bond is submitted, it must be on the form provided with the contract documents. A physical copy of the bid security must be submitted to the City Clerk’s Office by the apparent low bidder within 48 hours of the bid deadline. The bid security should be payable to the City of West Des Moines, Iowa, and must not contain any conditions. Failure to execute the contract, furnish an acceptable performance and payment bond, or provide a Certificate of Insurance within ten (10) days after acceptance of the bid may result in forfeiture of the bid security. The successful bidder will be required to furnish a performance and payment bond in the amount of one hundred percent (100%) of the contract price, guaranteeing faithful performance and payment for all labor and materials. A guarantee of maintenance of the improvement in the form of surety for four (4) years from the time of acceptance is also required. Preference will be given to products and provisions grown and coal produced within Iowa and to Iowa domestic labor. Resident bidders may receive preference over nonresident bidders as outlined by Iowa statutes. Failure to submit a fully completed Bidder Status Form may result in rejection of the bid. The City reserves the right to reject any and all bids and waive technicalities or irregularities.
