The scope of work is the furnishing of all labor, equipment, and materials for the construction of improvements generally described as follows: approximately 4,193 CY of Excavation Class 10 Waste, 2,203 SY of 6” Subgrade Preparation, 3,875 SY of 24” Subgrade Preparation, 7,103 SY of Geogrid, 7,925 Tons of Modified Subbase, 56 LF of 15” RCP Storm Sewer, 3,644 LF of Subdrain, 5,210 SY of 6” Reinforced PCC Pavement, 5,210 SY of Pavement Removal, Traffic Control, Erosion Control and other miscellaneous work within the City of West Des Moines, IA. All work is to be done in strict compliance with the Plans and Specifications prepared by Snyder and Associates, Inc. Bids must be made on the form furnished by the City and submitted electronically. Each proposal must be accompanied by a scanned copy of the bid bond or a cashier’s/certified check drawn on an Iowa or U.S. chartered bank, in an amount equal to ten percent (10%) of the bid. A physical copy of the bid security must be submitted to the City Clerk’s Office by the apparent low bidder within 48 hours of the deadline. The bid security should be payable to the City of West Des Moines and not contain any conditions. The successful bidder will be required to furnish a performance and payment bond equal to 100% of the contract price and provide a guarantee of maintenance for four years from acceptance by the City. By statutory authority, preference will be given to products and provisions grown and coal produced within Iowa and to Iowa domestic labor. Resident bidders may receive preference over nonresident bidders based on the laws of their home state or foreign country. A fully completed Bidder Status Form must be submitted with the bid, or the bid may be deemed nonresponsive and rejected. Work must commence within ten days of written notice to proceed. Project Areas 1 and 3 must be substantially completed by June 30, 2026, with substantial completion defined as all utilities, grading, backfill, topsoil, finish grading, pavement, and sidewalk completed and open to normal traffic. Liquidated damages of $500 per day will be assessed for each day of delay. The entire project must be completed by September 30, 2026, with the same daily liquidated damages applying after this date. Payment will be made based on monthly estimates of work completed, at 97% of the contract value, subject to approval by the Engineer. The City reserves the right to reject any and/or all bids and waive technicalities or irregularities.
