The project is expected to be awarded on February 2, 2026.** The project involves the furnishing of all labor, equipment, and materials for the construction of improvements as part of the 2026 PCC Patching Program Phase 1, located at various locations throughout the city of West Des Moines. The project includes approximately 300 linear feet of PCC Curb and Gutter, 9040 square yards of 7" Reinforced PCC Pavement, 208 square yards of 7" Reinforced PCC Pavement 5-Hour Mix, 759 square yards of 8" Reinforced PCC Full Depth Patching, Intake Adjustments, Pavement Markings, Traffic Control, and other miscellaneous work. All work must be performed in strict compliance with the plans and specifications prepared by I&S Group, Inc. (ISG), as approved by the City Council and on file for public examination. All bids must be submitted electronically on the forms furnished by the City through wdm.ionwave.net before the specified deadline. Each proposal must be electronically accompanied by a scanned copy of the bid bond or a cashier's/certified check drawn on an Iowa bank or a bank chartered under U.S. laws, in an amount equal to ten percent (10%) of the total bid. Physical copies of the bid security will be required from the apparent low bidder within 48 hours of the bid deadline. The bid security must be made payable to the City of West Des Moines, Iowa, without conditions. The successful bidder must furnish a performance and payment bond equal to one hundred percent (100%) of the contract price, guaranteeing faithful performance and payment for all labor and materials used in executing the work. Additionally, the contractor must provide a maintenance guarantee in the form of surety for four (4) years from the City's acceptance of the improvement. Preference will be given to Iowa-grown products, coal, and domestic labor. Resident bidders are allowed preferences as against nonresidents if the nonresident's home state allows such preferences. Failure to submit a complete Bidder Status Form may result in rejection of the bid. Work is to commence within ten (10) days of written notice to proceed and be completed by the specified contract completion date. Liquidated damages may be assessed for delays. Payment will be made based on monthly estimates, with ninety-seven percent (97%) paid for completed work monthly, subject to final approval and payment according to applicable statutes and contract documents. The City reserves the right to reject any or all bids and waive technicalities or irregularities.
