Consulting services will be utilized for Project Management, Quality Control project inspection, documentation services, and related duties as required for the Eugene Carter Bridge project. The scope includes providing accredited and qualified inspectors for various technical levels, including at least one experienced in superstructure welding inspection. The services required may consist of project inspection, documentation, and other related duties as assigned. The consultant will supply experienced construction and materials inspection personnel, all necessary transportation, laptops, and communication devices for their personnel. All inspectors must be certified through the WVTRET Board and possess required certifications for materials testing and inspection. Inspectors must be knowledgeable in construction and surveying practices, able to interpret contracts, perform project layout, exercise good judgment, and maintain accurate records. The consultant will provide all necessary testing equipment and incidental tools unless otherwise specified. The Department will supply field offices, storage, and certain office equipment. Consultant personnel must be proficient in using AASHTOWare Project (AWP). The method of payment will be a specific rate of pay. Instructions to bidders include submitting a "Letter of Qualification" and an unpriced prospectus by the specified deadline, with required forms and a concise description of the firm's capabilities. Submittals should emphasize clarity and completeness. The selected firm and subconsultants must provide a current audited overhead rate computation. Disadvantaged Business Enterprises are encouraged to participate.
