Online sealed bids for the 2026 Streets Program Project in Pen Argyl Borough, Northampton County, PA will be received by Pen Argyl Borough via PennBid. The project includes the rehabilitation of local roadways by pavement milling, binder course and wearing course installation at various portions of West Laurel Ave., North Heller Ave., and Walters Ave. in Pen Argyl Borough to improve roadway conditions. The installation of 35 feet of 12 inch storm pipe and inlet on East Mountain Ave. Work also includes maintenance and protection of traffic and maintenance of access to driveways abutting the work areas. Each bid must be accompanied by a certified check, bank draft, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond in the amount of ten percent (10%) of the total bid amount. Bids shall remain open for 120 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, sale of bonds, or award of a grant or grants, in which event the Bids shall remain open for 150 days from the date of Bid opening. All Bidders must bid on all items listed on the Bid Form. The successful Bidder shall furnish satisfactory Performance and Payment Bonds in the amount of 100% of the Contract Price and a Maintenance Bond in the amount equal to fifteen percent (15%) of the Contract amount. The successful Bidder shall substantially complete the project within 30 calendar days of receipt of Notice to Proceed and be ready for final payment within 45 days. The contract is subject to applicable Federal and State laws and regulations, including OSHA, Pennsylvania Act 229 of 2002, Pennsylvania One Call Act, and non-discrimination requirements. Not less than the minimum salaries and wages set forth in the Contract Documents must be paid. The Borough reserves the right to reduce the scope of the project based on funding availability and to accept or reject any or all bids.
