Belknap County is soliciting proposals from qualified mechanical contractors to furnish all labor, materials, equipment, supervision, and coordination necessary to remove, replace, refurbish, and upgrade the existing glycol-based chilled water loop serving the air-conditioning systems at the Belknap County Nursing Home. The completed work shall achieve and maintain proper freeze protection for chilled water systems while ensuring reliable cooling performance at -10 degrees Fahrenheit. 2. Existing Conditions The facility is served by a closed-loop chilled water glycol system providing cooling to air-handling units and terminal cooling coils. The existing system contains glycol that is to be removed and replaced. Proposers shall verify all existing conditions, piping configurations, and system volume prior to beginning work. 3. Base Scope of Services The successful proposer shall provide, at a minimum, the following services: A. Glycol Removal and Disposal Remove existing glycol from the chilled water loop using a pump truck or approved equivalent method. Collect, transport, and disposal of removed glycol in accordance with all applicable federal, state, and local regulations. B. New Glycol Supply, Concentration, and Freeze Protection Furnish and deliver approximately 2,200 gallons of inhibited industrial propylene glycol, premixed and suitable for chilled water air-conditioning applications. Provide a glycol concentration sufficient to achieve proper freeze protection for chilled water systems, accounting for outdoor exposure, piping locations, and coil freeze risk. Final glycol concentration shall provide not less than the minimum freeze protection temperature recommended for institutional chilled water systems, typically no warmer than -10F freeze point (or as required based on site conditions). Refill the chilled water loop with properly mixed glycol solution following completion of system preparation and purging. C. System Modifications Install two (2) new 2-inch chilled water/glycol transfer taps with hose connections on system mains to facilitate glycol transfer, testing, and future maintenance. D. Automatic Glycol Feeder - Chilled Water System Furnish and install a permanently mounted automatic glycol feeder specifically designed for closed-loop chilled water systems. Feeder shall be capable of maintaining system pressure without diluting glycol concentration below the required freeze protection level. Provide all associated piping, isolation valves, check valves, backflow prevention, and electrical connections required for complete installation. Integrate feeder in a manner that preserves glycol concentration and freeze protection at all times. Fill feeder with compatible glycol solution and place the unit into service. Test and commission the feeder to verify proper pressure regulation and operation. Provide basic operational training to County facilities staff. E. System Purging, Venting, and Verification Purge chilled water mains, coils, and associated piping to remove air and ensure proper circulation. Coordinate with facility staff to confirm air vents are operational prior to refill. Test and verify final glycol concentration using calibrated test equipment. Provide written documentation confirming achieved freeze protection temperature and system operating pressure. F. System Downtime Contractor shall plan work assuming an approximate 24-hour chilled water system shutdown, including glycol removal, feeder installation, system refill, and purging. Contractor shall identify proposed schedule, sequencing, and contingency plans if downtime exceeds the anticipated duration. 4. Optional / Add Alternate Scope Chilled Water System Cleaning and Flushing (Add Alternate) Furnish and install an approved chilled water system cleaner compatible with glycol systems. Inject approximately 20 gallons of cleaning solution into the chilled water loop. Fill system with water and circulate through cooling equipment for approximately 24 hours. Drain and properly dispose of cleaning solution and water (no reclaim). Refill system with glycol solution meeting the freeze protection requirements specified in the Base Scope. Base Scope - Chilled Water Glycol System Refurbishment Includes removal and disposal of existing glycol; furnishing and installation of new inhibited propylene glycol; installation of two (2) 2-inch glycol transfer taps; system refill, purging, venting, testing; verification of final glycol concentration and freeze protection; coordination and system shutdown. Automatic Glycol Feeder - Chilled Water System Furnish and install automatic glycol feeder complete with piping, valves, backflow prevention, electrical connections, commissioning, and staff training. Feeder should maintain system pressure without dilution of glycol concentration below required freeze protection levels. Add Alternate No. 1 - Chilled Water System Cleaning and Flushing Provide chemical cleaner; inject cleaner; circulate system for 24 hours; drain and dispose; refill system with glycol meeting specified freeze protection requirements.
