Statements of Qualifications are being solicited from California licensed engineering firms for providing City Engineer services. The selected firm will serve at the pleasure of the City Council, and will provide, by contract, the various services normally associated with the position of City Engineer. These services include road design and rehabilitation, construction staking, construction inspection, survey of City rights of way, construction projects, map updates, water treatment and distribution system planning, design, operation and maintenance, sewage treatment and collection system planning, design, operation and maintenance, developing contract documents for public works projects, providing consulting services related to proposed improvements projects (including subdivisions, parcel maps, zoning revisions and amendments, use permits, and other planning matters), assisting the City in complying with all applicable federal, state and local regulations, and working on projects funded by State or Federal funds including adherence to all related requirements such as nondiscrimination, equal opportunity, environmental protection, and small business utilization. Experience with state and federally funded public works projects and a good working relationship with regulatory agencies is necessary. The City Engineer will occasionally need to subcontract with specialty consultants for matters outside of their expertise, and must be available for city council meetings, telephone consultations during normal working hours, and urgent on-site evaluations as needed. Compensation includes a monthly retainer and fees for specific projects and services on a Time and Materials basis as authorized by the City Council. Proposals must include specified documentation, be delivered on time, and conform to the stated format.
