The City will contract with one or more qualified consulting firms to provide on-call, as-needed professional environmental consulting services to the Planning Division for preparation, review, and support of environmental documentation pursuant to the California Environmental Quality Act (CEQA). Services include, but are not limited to, preparation and review of Environmental Impact Reports, Initial Studies, Negative Declarations, Addenda, Consistency and Checklist Analyses, CEQA Exemption Documentation, technical studies, peer review, and advisory and procedural support throughout project processing. Consultants may also need to prepare or manage technical analyses for a range of environmental topics such as aesthetics, air quality, biological resources, cultural resources, geology, hazards, hydrology, land use, noise, population, public services, recreation, transportation, tribal consultation, cumulative and growth-inducing impacts, alternatives analysis, and mitigation development. Additional services may include preparation of Health Risk Assessments, noise modeling, and other specialized analyses as requested. Consultants are responsible for comprehensive project management, including schedule and budget tracking, document preparation, public review support, and coordination with City staff, applicants, agencies, and the public. All work must be in compliance with applicable laws, guidelines, court decisions, and City procedures, and all deliverables must be suitable for public review and decision-making. Consultants must demonstrate flexibility to manage multiple concurrent assignments and be able to provide high-quality, legally defensible environmental documentation on a task order basis.
