**As of March 30th 2026, the project was awarded to Vigliotti Landscape & Construction, with an awarded amount of $219,531.77** This project includes mobilization, E&S controls, site excavation, supply and install 8" of 2A stone for subbase, paving of the park parking lot, removing and salvaging a portion of the existing 8' high fence (and storing for reuse), installation of a security fence, resurfacing a basketball court, surfacing two pickleball courts, and expansion of the playground area. Some work items are within 50' from the railroad tracks and will require insurance for work in this area. The selected contractor must provide a hold harmless document to East Vandergrift Borough for work within 50' of the railroad tracks. Each bid must be enclosed in a sealed envelope and clearly marked. Bidding documents may be examined or obtained for a non-refundable cost. Only bids from purchased plan holders will be considered. Each bid must include a Certified Check or Bid Bond of not less than ten percent of the bid total. Compliance with all Federal and State laws, regulations, and program guidelines is required. Davis-Bacon wage rates and other federal requirements apply. Contractors should solicit proposals from Minority, Women, and Section 3 Business Enterprises. All bidders must comply with Westmoreland County's Section 3 Plan. The selected Contractor must follow the Pennsylvania Steel Products Procurement Act, Buy American Provisions, and non-discrimination requirements. Federal OSHA guidelines must be followed. The successful bidder must provide Performance, Labor & Material Payment Security (each 100% of contract), an 18 Month Maintenance Bond (100% of final contract), and insurance certificates. Insurance and a hold harmless agreement are required for work within 50' of the railroad tracks. The Borough reserves the right to waive defects and to accept or reject any proposals in the best interest of the Borough.
